- This combined Sources Sought Notice (SSN) and Request For Information (RFI) is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Defense Logistics Agency- Energy (DLA-Energy) or the United States of America (USA) Government. DLA-Energy is seeking to identify businesses (Foreign and/or Domestic) that are capable of supplying critical ground fuels for DLA Energy, if needed. In order to gather an understanding of the limitations and/or capabilities of domestic and/or international companies the following scenarios are presented with follow-on questions: 1) Delivery of an EST 8,000 U.S. gallon of Gasoline, Aviation (AVGAS) (In accordance to latest revision of ASTM D910) in 55 gallon drums near the cities of Waegman, Anjeongi-ri, or Pyengtaek by the fastest means possible. 2) Delivery of a quantity of four (4) ISO containers (Size: Five thousand U.S.Gallons) of AVGAS (In accordance to latest revision of ASTM D910) the fastest means possible to the Port of Pusan in Busan. After the initial AVGAS delivery of four (4) ISO containers the following estimated revolving delivery schedule could apply: (a) one (1) ISO container (Size: Five thousand U.S. Gallons) of AVGAS EST 60 days after delivery to Port of Pusan in Busan. (b) one (1) ISO container (Size: Five thousand U.S. Gallons) of AVGAS EST ever 8 to 10 days thereafter to the Port of Pusan in Busan. 3) Delivery of an EST 13,250 U.S. Gallons of AVGAS in 55 gallon drums to Port of Pusan in Busan within 45 days with a revolving delivery schedule to Port of Pusan in Busan of: (a) EST 2,500 U.S. Gallons of AVGAS in 55 gallon drums every 6-8 days after initial delivery. The following information is being sought: 1) Itemized response corresponding to the above scenarios responding to: A) Interested vendor, B) Brief description of company capabilities as to how they can meet the above scenarios schedule, C) Feasibility (realistic) of scenario, D) Known restrictions, E) Potential risks, F) What is the time frame for "fastest means possible", F) EST cost, and finally G) Suggestions. Questions are accepted at any time concerning this notice until the deadline of 24 September 2012 at 1200 PM EST (Fort Belvoir VA). Such questions will be forwarded to the appropriate point of contact for answering and a response given thereafter. There will not be an amendment addressing questions and/or answers before the deadline. Please send final responses to Daniel Baker ( Daniel.Baker@dla.mil). This announcement does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the U.S. Government to issue a formal solicitation or ultimately award a contract. Responses to this notice cannot be accepted as offers. The U. S. Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed. Nothing in this announcement constitutes an obligation on the part of the U.S. Government, nor is the U.S. Government tasking any offeror to develop any technologies described herein. Any information provided that is marked as proprietary information will be safeguarded to prevent disclosures to non-government personnel and entities.
