- PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Interested parties are responsible for monitoring this site to ensure they have the most up to date information about this acquisition. No partial quotes will be considered. No partial awards will be made. The Request for Quote number is RFQ0732128108 and is being conducted as a 100% small business set aside. The NAICS Code for this requirement is 334516 - Analytical Laboratory Instrument Manufacturing; the size standard is 750 employees. The resultant contract will be a firm-fixed price contract. This RFQ incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-58. This requirement will be awarded on an all or none basis as a commercial item, fixed price purchase order under the procedures at FAR Parts 12 and 13. The Federal Bureau of Investigation requires the following items to the following: Line 001, Portable Handheld XRF Spectrometer, 1, EA; Mandatory Technical Specifications: Source/beam Path: • X-ray tube with rhodium (Rh) target; • Maximum tube voltage of at least 40 kV; • Measurement window of less than 10mm diameter; • Collimation capability to 3mm diameter; • Camera to allow positioning to coincide with collimated beam location; • Filters, automatically changeable within control software; Silicon drifted detector (SDD) with resolution of 175eV or better at Mn-K: • Silicon drifted detector (SDD) with resolution of 175eV or better at Mn-K; • Capable of measuring elements Mg-U; Instrument housing: • Lightweight, less than 5 pounds; • Environmentally sealed; • Smooth surfaces to provide minimum hazardous material entrapment; • Removable/replaceable housing **Please provide an estimate for the cost of a replacement housing**; • Redundant controls for any touchscreen commands (These may be on the instrument body provided by the external workstation; • Connectivity to external PC Controller; Instrument controller: • Laptop workstation with Windows 7, minimum 4 GB RAM, 500 GB hard drive, Microsoft Office 2007 edition or later, minimum 2 USB ports with video display, mouse and any hardware required integration with XRF instrument; • Control Software: o Measurement control; o Live acquisition display; o Detector calibration; Analysis software (may be integrated with control software): • Peak ID with KLM, sum and escape peak markers; • Background determination; • Spectral comparison/overlay • Spectral manipulation (Subtraction, normalization, de-convolution); • Quantification by Fundamental Parameters (FP), standard less and using certified reference materials; • Grade match quantification with grade composition ranges explicitly listed; o General metals analysis library; o Precious metals analysis library; o **Please quote the cost of adding additional elements to a library package**; • Quantification output conversion to Microsoft Excel format; • Spectral conversion to EMSA format; Report generation: • Spectrum printing, including; o Labeled peaks; o Multiple spectral overlays; o Text addition; o Header text with acquisition conditions; Power Requirement: • Minimum battery life of 5 hours under continuous operation; • Spare battery; • Battery charger, 120VAC, 60Hz • Ability to exchange batteries while operating (on-the-fly); Training: • Training on-site (at FBI Laboratory) to cover spectrum acquisition and analysis software (minimum 4 hours); FOB Destination: FBI Laboratory, 2501 Investigation Parkway, Quantico, VA 22135. The contractor shall extend to the Government full coverage under a normal commercial warranty. Acceptance of the warranty does not waive the Governments rights with regard to the other terms and conditions of this contract. The warranty period shall begin upon final acceptance of all items provided to the government by the Contractor.
