Attachment #2: Wage Determination 2005-2147, Rev. 14 Attachment #1: Performance Work Statement (PWS) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation, F1C3472229A002 is being issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-58. This procurement is a 100% Small Business set-aside IAW FAR 19.502-2. The North American Industry Classification System (NAICS) code is 485510. The business size standard is $14 Million. The Federal Supply Class (FSC) is 2310. The Standard Industrial Classification (SIC) is 4141. The contractor shall provide the following commercial items requested in this solicitation: COMMERCIAL BUS SERVICE CLIN Specifications for Bus Service for CTF-72 2012: CLIN 0001 - Provide all labor, materials, equipment and supervision to provide bus services for transporting military personnel at designated pick up points and designated drop off points between Andersen Air Force Base (AAFB) and Tumon/Tamuning, Guam. The contractor shall furnish four (4) 53-passenger buses to meet trasportation reqirements contained in the bus routes for the period of 6-21 September 2012 in accordance with Attachment #1 Performance Work Statement (PWS). All riders will be military personnel with valid active duty military ID. Department of Labor Wage Determination 2005-2147, Revision number 14 dated 6/13/2012, Attachment #2, is incorporated into this solicitation. Services are to be performed in accordance with Attachment #1 PWS; and Attachment #2 Wage Determination. Unit of Issue: 1 JOB Price: $ (PLEASE FILL IN PRICE FOR JOB) BUS ROUTES 6 September 2012 : The contractor shall provide four (4) 53-passenger buses staged at AAFB Theater on 6 September 2012, (time is To Be Determined or TBD) to pick up 190 personnel and drop them off at various hotels in the Tumon area. Additional information and route assignments will be provided at that time. 7 September 2012 : On 7 September 2012 (time is TBD), the contractor shall provide four (4) buses to pick up personnel from various hotels in the Tumon area and drop them off at AAFB Theater. Pick up time TBD, contracter shall provide four (4) buses to pick up personnel at AAFB and drop off at various hotels in the Tumon area. 8-20 September 2012: On 8 September 2012 (time is TBD), contractor shall provide two (2) buses to pick up personnel from various hotels and drop them off at HSC-25/Navy AIMD. One (1) bus continues on a predetermined route 24 hours a day, coordinated by Government Coordinator AWFC William Reed. Schedule tentatively setup as follows: 1) HSC-25 2) BX 3) Hotel in Tumon 4) Hotel in Tumon 5) Hotel in Tumon 6) Hotel in Tumon 7) Back to HSC-25 Contractor shall provide a second bus at each of the three shift changes. (Example: 0600 one (1) bus will be on route to pick up personnel from various hotels in the Tumon area and one (1) bus, the second bus, will pick up personnel from the other hotels.) Both buses will continue on to AAFB HSC-25 for drop offs. The bus on the normal route leaves and continues its normal route while the second bus waits at HSC-25 for the shift change and release. This will continue unitl 21 September 2012. 21 September 2012: On 21 September 2012 (time is TBD), the contractor shall provide four (4) buses to pick up mass personnel from various hotels in the Tumon area and drop them off at AAFB Theater for departure. Contractor personnel assigned to drive the buses will be sponsored by a government representative on 6 September 2012 (time is TBD) for access into AAFB Theater for staging. Drivers must possess current Guam Driver's license and buses must have current vehicle registration in order to access base. Performance shall be in accordance with the standards contained herein. Place of performance at Andersen Air Force Base, Yigo, Guam. The following provisions and clauses apply to this acquisition: The provision at FAR 52.212-1, Instructions to Offerors--Commercial Items. Quotes will be evaluated and awarded to the offeror with the lowest price technically acceptable. The provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, and the offeror must include a completed copy of this provision with their proposal.
