Description
The Naval Surface Warfare Center, Panama City Division (NSWC PCD) intends to solicit proposals using full and open competition for a lightweight, unframed transparent armor (TA) solution. This requirement is for use in a Government-designed emergency egress window that will be installed on the Mine Resistant Ambush Protected (MRAP) Buffalo vehicle. Delivery of the TA will be in ninety-seven (97) kits with two (2) pieces in each kit. The contract will have an option for an additional five (5) kits. All kits are to be delivered FOB: Destination. The requirement is only for TA glass - framing, assemblies, and emergency egress solutions are not desired. The TA glass will be sized in accordance with NSWC PCD Drawing Number 42510B. This drawing is distribution limited to DoD and U.S. DoD Contractors. The drawing also contains technical data whose export is restricted by the Arms Export Control Act (Title 22, U.S.C. Sec. 2751 et seq.). Violations of export laws are subject to severe criminal penalties. The drawing will be posted as a Technical Drawing Package (TDP) in FedBizOpps concurrently with the posting of the solicitation. Vendors must be registered in FedBizOpps to request the TDP. Additionally, to download documents that are designated as export controlled, vendors must be certified as a U.S. or Canadian contractor by the Joint Certification Program (JCP) administered by the Defense Logistic Information Service (DLIS). To apply for this certification, Vendors must submit form DD2345. Vendors may follow this link to download the form and instructions: https://www.fbo.gov/downloads/DD2345form.pdf NOTE: The TDP will not be available until the Request for Proposal has been issued. Further instructions on requesting the TDP will be provided with the solicitation. The resulting contract will be firm fixed price and will be awarded on the basis of the lowest price technically acceptable offer. The successful Offeror will either have, or be required to provide within thirty (30) days after contract award, certification from the United States Army Tank Automotive Research, Development and Engineering Center (TARDEC) for the formula of TA glass being provided under the contract. The Government reserves the right to conduct a pre-award survey of the Offeror s facilities to verify technical competence and production capability. NAICS Code 327215 applies.
