- Catering services - provisions & clauses Catering Services - Statement of Objective This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Drug Enforcement Administration (DEA) has a requirement for catering services. The contractor shall provide a Performance Work Statement (PWS) in accordance with the attached Statement of Objective (SOO). The Government intends to award a single, firm-fixed price purchase order. All applicable provisions and clauses, including FAR clauses 52.212-3, 52.212-4 and 52.212-5 are listed in the attached Provisions/Clause Matrix - Commercial Items. All sources shall submit a completed copy of the provision 52.212-3. All sources shall submit a quotation which will be evaluated. Evaluation factors other than price include: 1) A technical understanding of the requirement and; 2) Past performance. Offerors' will be evaluated on its PWS and whether it meets the government's objectives presented in the SOO. Offerors shall submit a minimum of three (3) references of previous requirements in similar scope to allow the government to conduct past performance evaluations/review. Evaluation will be based on best value - whether the lowest priced of the quotations or offers a technically acceptable PWS or highest past performance rating possible represents the best value when compared to any lower priced quotation or offer. All sources shall provide services for the entire duration of the dates presented in the attached "Chow Estimates" in response to this combined synopsis/solicitation. All questions and quotes shall be submitted electronically to Ryan.F.Burke@usdoj.gov. The deadline for questions is August 29, 2012 at 11:00 AM EST. Questions & Answers will be posted as an amendment to this solicitation. Quotes are due no later than August 31, 2012 at 1:00 pm EST.
