- This is a synopsis/pre-solicitation notice for non-commercial supplies. It is intended to award a Firm Fixed Price (FFP) contract to Howell Laboratories, Inc. The Naval Surface Warfare Center Carderock Division (NSWCCD) Philadelphia has established a requirement for the listed Howell Laboratories, Inc. commercial supplies: Services of MIOX System (composed of P/N 9130-G501 MEDG, 9130 MKI; P/N NRE-9130 MK 1 Non recurring engineering; and P/N 2000 HR. Test “ 9130 MK 1 2000 HR. endurance test). The Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals and does not constitute a solicitation. However, all proposals received prior to the closing date will be considered by the Government. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Upon its release, the solicitation will be made available electronically at https://www.eps.gov and the Navy Electronic Commerce on Line (NECO) site located at http://neco.navy.mil. A hard copy of the solicitation will not be made available. Offerors must be registered in the Central Contractor Registration (CCR) database to be considered for award. See https://www.sam.gov/portal/public/SAM / for further information and instructions. The solicitation is expected to be released within on or after 11 September 2012.
