- The NASA/Goddard Space Flight Center (GSFC) is issuing this Request for Information (RFI) to solicit information about potential sources for the support to the Mission Systems Engineering (MSE) Branch (Code 599), which requires, on a continuing basis risk and requirements management development support including software development support/scripting surrounding risk/requirements management activities, as well as, on an intermittent basis, software development and network engineering support regarding implementation and management of integrated software modules, including additional enhancement to existing MSE Library portal and associated applications shall meet the requirements as described in the draft Statement of Work document attached to this synopsis. The purpose of this notice is to identify any businesses including small businesses (such as small disadvantaged business (SDB) concerns, Historically Black Colleges and Universities (HBCUs), minority institutions (MIs), veteran-owned and service-disabled veteran-owned small business, HUBZone, and women-owned small businesses (WOSBs)) that possess the technical capability to provide support for the requirements as a Prime Contractor or Subcontractor. Interested offerors having the necessary specialized capabilities to meet our requirements outlined in the attached draft Statement of Work should submit a brief capability statement. Technical and procurement questions should be directed to: Stephanie Stephens at (301) 286-3220 or Stephanie.D.Stephens@nasa.gov. It is requested that capability statements be submitted as described in the previous paragraphs by electronic mail to: Stephanie D. Stephens at Stephanie.D.Stephens@nasa.gov, no later than 5:00 PM EST. on Thursday, September 13, 2012. It is emphasized that this RFI is for planning and information purposes only and is NOT to be construed as a commitment by the Government to enter into a contractual agreement, nor will the Government pay for information solicited.Upon review of the information provided to NASA, it is the Governments intent to release a Request for Proposal', which could lead to a contract award. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement. The Government reserves the right to consider any businesses based on responses hereto. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released, it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offerors responsibility to monitor these sites for the release of any solicitation or synopsis. An ombudsman has been appointed -- See NASA Specific Note 'B'. Questions regarding this notice should be directed to the point of contact listed below. NASA Clause 1852.215-84, Ombudsman, is applicable.
