- In accordance with FAR Parts 12 and 15, the National Institutes of Health (NIH) Office of the Director (OD) Office of Laboratory Animal Welfare (OLAW) intend to procure professional services on a sole source basis from John G. Collins, 145 Stevenson Road, New Haven, CT 0651 under the authority of FAR 6.302-1(b)(i) to build upon John G. Collins' prior work directly involved in teaching the laws, regulations, and policies that govern the use of animals in research as a faculty member and lecturer at workshops/conferences and applying these guidelines through his activities as an academic research scientist and participation in site visit inspections. The North American Industry Classification System Code (NAICS) is 541611 - Administrative Management & General Management Consulting Services with a small business size standard of $7.0 million. The period of performance shall be twelve (12) months from the Date of Award with four (4) additional 12-month option periods. Background It is the policy of the Public Health Service (PHS) to require institutions to establish and maintain proper measures to ensure the appropriate care and use of all live vertebrate animals involved in research, research training, and biological testing activities conducted or supported by the PHS. The Office of Laboratory Animal Welfare (OLAW), OER, NIH, is responsible for the general administration and implementation of the PHS Policy on Humane Care and Use of Laboratory Animals (Policy). OLAW supports educational and training programs to instruct personnel at PHS Assured institutions in the conduct of humane animal care and use, as required by Public Law 99-158, Animal in Research, the Health Research Extension Act of 1985 and described by the PHS Policy, thereby contributing to the quality of PHS-supported activities. The OLAW Division of Policy and Education requires immediate professional support in developing and producing training materials to assist PHS Assured institutions in establishing and maintaining programs for the appropriate care and use of live vertebrate animals involved in research, research training, and biological testing activities conducted or supported by the PHS. Scope of Work Provide professional staff support to the OLAW Division of Policy and Education. Required Tasks With Director, Division of Policy and Education, OLAW: • Assess training and educational needs of personnel at PHS Assured institutions. • Develop targeted training and educational modules to meet identified needs. • Assess effectiveness of OLAW training and educational programs. • Develop and recommend mechanisms for assessing effectiveness of PHS oversight of animal care and use programs. • Prepare reports and evaluations of OLAW activities, draft documents (e.g., letters, guidance), and make suggestions to the Director on technical matters requiring expertise in the PHS Policy interpretation, implementation of the Guide for the Care and Use of Laboratory Animals, the Animal Welfare Act and Regulations and AVMA Report on Euthanasia. • Participate in meetings with OLAW, in person and via electronic media, as necessary. • Conduct educational and for-cause site visits as a member of OLAW site visit team. Provide notes, photographs, drawings and written reports relevant to site visit, as request by OLAW professional staff. • Attend national and regional educational meetings, workshops, forums, and other activities, related to the implementation of PHS Policy as approved by the Project Officer in order to stay current on issues. • Participate in the OLAW Online Seminars program by developing, hosting, moderating, planning, and supporting the webinar series. Mandatory Requirements • Extensive knowledge and experience in education and training, including academic biomedical research education, secondary education, adult education, interactive online, and web-based training. • Extensive knowledge of and expertise in teaching PHS Policy, Guide for the Care and Use Laboratory Animals, the Animal Welfare Act and Regulations, and the AVMA Guidelines for Euthanasia with direct experience in applying these guidelines to biomedical research and animal care and use programs at PHS Assured institutions. • Comprehensive understanding and extensive experience with IACUC oversight of animal models research. • Experience with animal models research at PHS Assured institutions from an academic perspective (e.g., IACUC, principle investigator, the public). • Experience and training in communications regarding the use of animals in biomedical research. • Experience in the use of online meeting software (e.g., GoToMeeting) Place of Performance Work will be performed remotely and onsite at OLAW office located in Bethesda, MD. Performance Period September 30, 2012 through September 29, 2013 with four (4) option years. Reporting/Deliverables Develop and prepare documents, white papers, letters, reports, grant submissions, PowerPoint slides and graphic materials design, as needed by Director, Division of Policy and Education. Develop and prepare drafts, outlines, schedules, text, and content of training and educational programs, including live and recorded web-based events. Conduct and document analysis of OLAW data and information. With OLAW team, conduct educational and for-cause site visits and provide notes or written report, as requested by OLAW professional staff. Sole Source Justification: John G. Collins is categorized as a small business firm consulting company. His background and experience in education and training is extensive and broad. He has taught at multiple levels: science and language to middle and high school students; scientific and medical subjects to college students, physicians, and dentists; the role of science and research with animals to the general public. He has developed targeted educational materials for students at all levels, biomedical researchers, animal program personnel, IACUCs and the public. He has experience communicating with audiences about animal based biomedical research via speaking engagements and use of online media. He has been directly involved in teaching the laws, regulations, and policies that govern the use of animals in research as a faculty member and lecturer at workshops/conferences and applying these guidelines through his activities as an academic research scientist and participation in site visit inspections. He has a comprehensive understanding of IACUC oversight based on his experiences as Principal Investigator (PI), IACUC Chair, site visitor, and inspector along with interacting with others at professional meetings. As PI, he was a PHS-funded investigator at an Assured academic institution through which he obtained experience in application of policies and regulations related to use of animals in research. He has further developed his communication skills through formal training and extended those skills through efforts to educate colleagues and the public about the policies and regulations that apply to the use of animals. His educational skills include the use of online meeting software, specifically GoToMeeting, to conduct and moderate webinars. These skills can be directly applied to support OLAW's Online Seminar series for IACUCs and Institutional Officials and the National Animal Welfare Education Program of workshops and conferences. His approach to performing the required tasks is thorough and specific and includes an assessment and description of how he could contribute to and perform each task. His background, experience and skills demonstrate that he possesses the specific knowledge and expertise in animal welfare policies, guidance and regulations to develop and produce the training materials required by OLAW. His experience serving as an ad hoc site visit team member for OLAW and AAALAC International will directly support OLAW oversight activities.
