Description
J&A FAR 6.302-1(a) Only one source is capable of responding due to the unique or specialized nature of the work. The Special Notice is a notification that the Internal Revenue Service (IRS) intends to award a contract on a limited source basis to Nettek Systems Consultants, Inc. for Telecommunication Support Services – Network Convergence Site Deployment Support Services. The statutory authority permitting other than full and open competition is Section 303(c) of the Federal Property and Administrative Services Act of 1949, as amended by the Competition in Contracting Act [41 U.S.C. 253(c) (1)], implemented under FAR 6.302-1(a), which authorizes other than full and open competition when there is only one responsible source and no other supplies or services will satisfy agency requirements. This will be a sole source contract under FAR Part 12 Commercial Items. The award will be issued on a sole source basis to Nettek Systems Consultants, Inc., under the authority of FAR 6.302-1(a) for Network Convergence Site Deployment support and engineering services to monitor and evaluate all aspects of the IRS Network Convergence full-scale deployment. The IRS is requesting Nettek Systems Consultants, Inc. to continue to support the IRS Network Convergence acquisition in the deployment of the Network Convergence Solution to be awarded in Q4 FY 2012. Time, objectivity, and knowledge considerations: Nettek Systems supported the Pilot Deployments and Convergence proof-of-concept, and Nettek’s knowledge and experience with the Agency’s existing telecommunications infrastructure, the Convergence program objectives, the Convergence contract, as well as its experience with similar IRS transition-related projects is key to ensure that we can complete the project successfully and within the aggressive timeframe. No other contractor possesses the necessary combination of qualifications and experience required. Nettek has extensive knowledge and experience with IRS including work experience with Network Convergence Program and brings the following unique qualifications and expertise to this project: • over 11 years experience at IRS in the Network arena. Nettek Systems has SMEs with active IRS clearances and current experience and knowledge of the IRS NMCC; • Nettek Systems has current knowledge of the IRS organizations, the supporting ELC processes, and the tool sets used by the IRS NMCC,ELC Process, and Security C&A process. • no other company would be able to meet the aggressive on-boarding milestone without a steep learning curve. Nettek Systems understands the complexity of the network and the requirements of the IRS enterprise deployment process. Nettek Systems currently supports the IRS network convergence pilot project which Nettek Systems implemented in the proof-of-concept phase of the Convergence Program. This expertise and experience greatly reduces the risk to the IRS Convergence Program Office which is not yet staffed to manage the aggressive Network Convergence implementation schedule. • This acquisition is for a short duration and it is in the best interest of the government to utilize a contractor that is fully knowledgeable of the IRS infrastructure, currently operating in the IRS, with adequate resources able to commence immediately after contract award. The period of performance will be eleven months. Based on the above, the justification is certified as complete and accurate by the technical requirements personnel to the best of the technical personnel and the Contracting Officer's knowledge and belief. In response to this notice, all responsible sources may submit a capability statement which shall be considered by the agency. Capability Statements, correspondence or questions can be e-mailed to Lanny L. Turner@irs.gov no later than 10 business days from the published date of this announcement. Telephone inquiries will be considered non-responsive. No solicitation will be issued, therefore, requests for solicitations will be considered non-responsive. If no responses are received the award will be made to Nettek Systems Consultants, Inc.
