Description
As per discussions during the Pre-proposal Conference and to further explain requirements of the Notice of Opportunity issued May 21, 2012, Amendment 1 is hereby issued. The NOTICE OF OPPORTUNITY; Attachment C, SAMPLE PROJECT RATES; Attachment F, Section L, INSTRUCTION TO OFFERORS; Attachment G, Section M, EVALUATION FACTORS FOR AWARD are revised as contained herein. Please acknowledge receipt of this Amendment. While these documents and all pertaining to this Notice of Opportunity are still technically DRAFTS, final versions are anticipated to mirror this information. Questions and answers from the pre-proposal conference will be forthcoming. DLA Energy on behalf of the US Army Kwajalein Atoll (USAKA) plans to award an ESPC TO using the DOE Super ESPC IDIQ contracts. DLA Energy invites the current 16 ESPC holders to submit a written response to this Notice of Opportunity for our consideration. Only those 16 DOE ESPC awardees are eligible for award. The Kwajalein Atoll is part of the Republic of the Marshall Islands (RMI). A number of the atoll's islands are operated by the U.S. military under a long term lease with the Republic of the Marshall Islands. This ESPC includes facilities on the islands of Kwajalein, Roi-Namur, and Meck. Under this ESPC, USAKA seeks mainly to reduce the consumption of electricity on the order of 50%, but is also to a lesser degree interested in increasing utilization of renewable energy operating or capable of operating on microgrids and reducing the use of potable water. USAKA seeks this project to not only meet federal efficiency and renewable mandates, but also to meet US Army Net Zero energy goals.
