INDUSTRY DAY NOTICE /PRE-PROPOSAL CONFERENCE FOR THE PROCUREMENT OF TRADOC ASYMMETRIC WARFARE GROUP OPERATIONS SUPPORT SERVICES The Mission and Installation Contracting Command (MICC) - Fort Eustis intends to issue a Request for Proposal (RFP), for the procurement of U.S. Army Training and Doctrine Command (TRADOC) Asymmetric Warfare Group (AWG) Operations Support Services. The AWG provides observation, analysis, training, and advisory support to Army and Joint Force units in order to enhance their capabilities to predict, mitigate, counter, and defeat asymmetric threats and methods. The goal of AWG is to improve the Asymmetric Warfare (AW) capabilities of the U.S. Army at the operational and tactical levels throughout the full spectrum of conflict. AWG enhances the capabilities of U.S. units by making them faster and more adept at identifying and attacking enemy vulnerabilities, and by preparing them for a broader spectrum of threats. The AWG mission includes serving as experts in AW; providing direct support to the Joint Improvised Explosive Device Defeat Organization (JIEDDO); conducting predictive modeling and trend analyses concerning global asymmetric threats; conducting trend analyses and producing predictive models on specific threats confronting supported units; deploying, integrating, coordinating, and executing battle command of assigned and attached forces; assisting supported combatant commanders to develop and maintain the AW Joint Common Operational Picture (JCOP); conducting advisory Continental United States (CONUS) and Outside Continental United States (OCONUS) training for in-theater or pre-deployment forces; supporting identification, development, and accelerated integration of lessons-learned, Tactics, Techniques and Procedures (TTP), and countermeasure technologies; establishing linkages with all internal, combatant command, and national intelligence agencies, as well as intelligence sources and centers. Under the resulting contract, the Contractor shall support the U.S. Army Training and Doctrine Command (TRADOC) AWG in a wide variety of efforts. The Contractor shall ensure all projects maintain consistency with each other and no duplication of effort exists within the program. The Contractor shall support AWG in executing its mission to improve the AW capabilities of the U.S. Army and provide support and services to AWG in the following specific areas: (1)AWG Headquarters (2)Operations (3)Training, Advisory and Assessment (4)Concepts Integration (5)AWG Facilities at Fort A.P. Hill The Government anticipates awarding an unrestricted single award contract to support this initiative in accordance with Federal Acquisition Regulation (FAR) Part 15, Contracting by Negotiation. This single firm-fixed priced contract will include cost CLINs for Travel and Other Direct Costs (ODC) and Labor Hour CLINs for surge requirements. The period of performance is a base period of one (1) year and two (2) one year option periods. The North American Industry Classification System (NAICS) code is 541690 - Other Scientific and Technical Consulting Services with a size standard of $14.0 million THIS IS NOT A REQUEST FOR TECHNICAL OR COST PROPOSALS. This is an opportunity for interested potential Offerors to attend a Pre-proposal Conference hosted by MICC - Fort Eustis and AWG to discuss the DRAFT Request for Proposal (RFP). The purpose of this Pre-proposal Conference is to obtain input from industry experts. The Pre-proposal Conference is scheduled for September 18, 2012 at 2282 Morrison Street, Fort Meade, MD 20755. Interested sources should register by contacting Michael Adams, Contract Specialist at michael.o.adams.civ@mail.mil. The Government intends to offer a briefing session from 8:00 AM -10:00 AM EST to discuss the DRAFT RFP and a general question/answer session from 10:00 AM - 12:00 PM EST. Participation is not mandatory and a video of this Pre-proposal Conference will be posted to the AWG website at http://www.awg.army.mil/. Questions in regard to the DRAFT RFP must be submitted via electronic mail to Mr. Michael Adams at michael.o.adams.civ@mail.mil. Mr. Adams may be reached via telephone at (757) 878-3166 ext 3224. All submissions should be clearly marked Question(s) for TRADOC AWG Operations Support Services Pre-Proposal Conference. All questions to be addressed at the Pre-proposal conference must be received no later than September 13, 2012. However, questions may be submitted through September 18, 2012. Questions submitted after September 13, 2012 will be answered and posted to Army Single Face to Industry (ASFI) website https://acquisition.army.mil/asfi/ and the AWGs website. The DRAFT RFP will be posted and available at the Army Single Face to Industry (ASFI) website https://acquisition.army.mil/asfi/ and AWGs website at http://www.awg.army.mil/. MICC - Fort Eustis anticipates issuing RFP W911S0-13-R-0001 on or around 1 October 2012. The closing date for submission of proposals will be contained in the solicitation. The final RFP will also be available at the ASFI and AWG websites. The draft RFP and further instructions for Industry Day Registration will be released through Army Single Face to Industry (ASFI) website https://acquisition.army.mil/asfi/ within the next week.
