Description
Statement of Objectives (SOO), TMA Interim Contracts Justification for Other than Full and Open Competition Notice of Intent to award interim continuity of services IDIQ contracts to support the Office of Personnel Management (OPM), Human Resources Solution, Vendor Management Branch Training and Management Assistance (TMA) program. The interim contracts will allow OPM to continue to provide departments and agencies of the Federal Government with a full range of training, learning and human resources solutions for a period of six months with options for two additional 6 month periods. The TMA contracts support OPM's mission and its goal to assist agencies in recruiting, hiring, training, and retaining a highly skilled work force; and improving performance at the individual, group, and enterprise level. TMA contracts have two keys service areas through which services are delivered. A copy of the Statement of Objective outlining the two keys service areas is attached. OPM has issued a Full and Open Competition solicitation with a partial set-aside for small businesses that will provide follow on services for TMA. Information on the follow on services solicitation can be located on the Federal Business Opportunities website located at: https://www.fbo.gov/indexs=opportunity&mode=form&id=fbf06e3d972d0913118193d07f425675&tab=core&_cview=1 No changes are anticipated relative to the requirements and labor categories associated with the current TMA contracts during the interim period. The delay of the Full and Open solicitation was caused by a combination of management change of direction and additional pre-solicitation requirements imposed by oversight agencies. This delay of the solicitation has created a need for interim contracts to prevent a loss in continuity of services for customer agencies being serviced though this vehicle. In addition, the additional time will facilitate maximum flexibility in pursuit of a rigorous procurement leading to the follow-on awards of the next contractual vehicle. This Notice of Intent to award sole source contracts IS NOT a request for competitive proposals. There is no solicitation document. No RFP will be available for competitive proposals. Phone calls will not be accepted. Interested parties may express their interest and provide a capabilities statement no later than 5:00 PM on September 11, 2012. The determination to refrain from competing this proposed contractual action based on responses to this notice is solely within the discretion of the Government
