- Description
- The Naval Air Systems Command (NAVAIR) intends to award an Order under Basic Ordering Agreement N00019-12-G-0016, with Northrop Grumman Information System (NGIS), Dayton, Ohio, for the production of Advance Control Indicator Set (ACIS) Obsolescence Upgrade (OU) hardware, modification of the Control Indicator Assembly (CIA), hardware production acceptance test, quality assurance and program management in support of the E-2C aircraft. The period of performance shall be within 12 months after contract award. NGIS is the sole designer and developer of the RAPIDirect Advanced Translator Analyzer (Rdata) and Reconfigurable Processor for Legacy Applications Code Execution (RePlace) technologies utilized in the E-2C aircraft for the Advanced Control indicator Set (ACIS), and as such is the only source with the requisite knowledge, experience and data necessary to provide the required supplies and services. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within thirty (30) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct competitive procurement.
