Draft PWS for potential requirement Synopsis: This is a Market Survey for exploratory drilling services in Afghanistan for the Task Force for Business and Stability Operations (TFBSO) • The purpose of this requirement is to perform core drilling in an area identified as highly likely to contain significant mineral resources by aerial mapping. If the capabilities exist, this requirement could extend to other areas within Afghanistan where mineral resources have been identified as likely to exist. Request for Information This is a Sources Sought Notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The Department of Defense (DoD), Washington Headquarters Services (WHS), Acquisition Directorate (AD) is seeking firms in NAICS Code 213114, Support Activities for Metal Mining interested in performing exploratory drilling services for the Task Force for Business and Stability Operations in Afghanistan. In your capability statement, please indicate if you are a large or small business. If you are a small business, please indicate your socio-economic category. Acquisition Objective: The Task Force for Business and Stability Operations (TFBSO) was established in June 2006 to aid in the revitalization of Iraq’s economy and in creating jobs for the Iraqi people. In 2010, TFBSO began operations aimed at creating economic opportunities for the people of Afghanistan. The TFBSO seeks to conduct comprehensive drilling programs with a technically proficient company that can operate in Afghanistan, a strong bid package can be compiled and presented to the international mining community. This service will be critical for the effective management, planning, and execution of the TFBSO core mission set to enable economic stability in expeditionary and contingency environments. The purpose of this requirement is to perform core drilling in an area identified as highly likely to contain significant mineral resources by aerial mapping. If the capabilities exist, this requirement could extend to other areas within Afghanistan where mineral resources have been identified as likely to exist. Minimum Contractor Requirements: 1. Contractor must have operating business in Afghanistan, with appropriate GoIRA registration (AISA license, etc), due to the time constraints of the program and may need to begin work immediately 2. Contractor must have appropriate equipment in Afghanistan. Equipment requirements fitting this criteria consist of RC and core drilling rigs, among the other equipment necessary to perform work 3. Contractor must have existing mining work in the Central Asian states. Afghanistan poses significant security risks and a unique set of rules and business laws to abide by. Previous dealings with the Ministry of Mines, other GoIRA agencies, and an understanding of how to effectively mitigate security threats to effectively and safely bid for the drilling program 4. Contractor must possess a drilling team of 2-4 individuals with proven geological experience and the business acumen, especially operating in environments such as Afghanistan. A team with a minimum of 20 years (collectively) field experience and relevant academic credentials (BA equivalent, MA a plus) in geology, metallurgy, exploration drilling, and business. The team must possess experience working in austere, developing-world environments. 5. The contractor must have management experience and exploration drilling program design and execution experience. Submission Interested companies should submit a capabilities statement that includes a description of how the company meets the minimum requirements set above. Submissions should be no longer than 5 pages. Please identify if your business is a small business in NAICS code 213114 (i.e. less than $7.0 Million USD in revenue annually) Firewalling Contractors should note that if an award is made for this requirement, proper mining industry standard firewalling procedures will be put in place to ensure that performance of this exploratory drilling will not hinder a company’s ability to bid on exploitation rights to resulting mineral tenders. This Market Survey is for information and planning purposes only, and does not constitute a Request for Proposal (RFP), and is not to be construed as a commitment by the U. S. Government. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this Market Survey. All information is to be submitted at no cost or obligation to the Government. Any information that the responder considers proprietary should be clearly marked as such. All submissions become Government property and will not be returned, including any proprietary information. The Government reserves the right to reject, in whole or in part, any private sector input as a result of this market survey. At this time, no solicitation exists; therefore, DO NOT REQUEST A COPY OF THE SOLICITATION and DO NOT SUBMIT OFFERS. After a review of the responses received, a pre-solicitation notice and solicitation may be published on Federal Business Opportunities (FedBizOps) website. It is the potential Offeror’s responsibility to monitor FedBizOps for release of any future solicitation that may result from this Sources Sought Notice. However, responses to this Sources Sought Notice will not be considered adequate responses to any resultant solicitation. IF A SOLICITATION IS ISSUED IT WILL BE ANNOUNCED AT A LATER DATE, and all interested parties must respond to that solicitation announcement separately from the responses to this notice. Additional information, as it becomes available, will be posted as amendments to this announcement. All amendments will be available for viewing at this website. It is incumbent upon the interested parties to review the site frequently for any updates and amendments to any and all documents.
