This will be a major source selection for Advisory & Assistance Services (A&AS) in support of AFCEE and AFRPA and its customers on DoD (primarily Air Force) installations, as well as any other sites for which the AFCEE and AFRPA customers have responsibility. The PCM-13 is a long-term portfolio management services supporting Air Force Military Housing Privatization Initiative (MHPI) Projects, Enhanced Use Leasing (EUL), Value Based Transactions (VBT), monitoring Voluntary Action Program (VAP) for Real Estate and Environmental Issues related to BRAC, Real Estate Transactions/Programs, and other privatization endeavors. PCM-13 will include requirements for AFCEE and AFRPA. Best value source selection procedures using a Performance Price Tradeoff Approach will be followed as prescribed in FAR Part 15 and FAR supplements thereto. The contract is contemplated to be an Indefinite Delivery/Indefinite Quantity (IDIQ) with a firm-fixed-price ordering arrangement. The Government anticipates awarding one (1) full and open contract with a program ceiling of $88 million, an ordering period of sixty months, and an additional twelve months for task order completion. The North American Industry Classification System (NAICS) Code for this acquisition is 541611 with a business size standard of $14.0M. Offerors who determine that the requirements of this Draft RFP require clarifications to permit submittal of a responsive proposal shall submit questions in writing by COB 4:00 PM CDT on 11 September 2012 to PCM-13 Points of Contact: at afcee.pcm-13@us.af.mil.
