Description
** ALL PROPOSALS MUST BE SUBMITTED THROUGH EMPTORIS USPS eSOURCING ** The USPS is soliciting proposals to install a new physical access control system and closed circuit television system in a USPS-owned facility known as the New Jersey International & Network Distribution Center (NJI & NDC), 80 County Road, Jersey City, Bergen County, New Jersey. The estimated cost of work is between $2,000,000 and $3,000,000 with construction completion no later than one hundred eighty (180) calendar days after receipt of the Notice to Proceed. Work includes but is not limited to, selective demolition, earthwork, site concrete, fencing, manual and power-operated gates, bollards, masonry walls, steel framing, metal decking, metal fabrications, railings, metal siding, insulation, single-ply (PVC) roofing, sealants, steel doors and frames, wood doors, controllers for upward-acting sectional doors, door hardware (including electrified hardware for access control), glazing, security turnstiles and by-pass doors, prefabricated metal canopies, drywall, suspended acoustic ceilings, painting, HVAC modifications, electrical power and lighting system modifications, telecommunications, CCTV, and Physical Access Control System. There will be a pre-proposal meeting for this project on Wednesday, September 5, 2012, at 10:00 a.m., in Conference Room 300 at the site. Attendance is not mandatory but is strongly recommended. On-site visits may be arranged by contacting Tyrone Johnson, Maintenance Engineering Specialist, at (201) 714-6401. As part of the evaluation process, all offerors MUST SUBMIT a COMPANY HEALTH & SAFETY PLAN. Prior to award, the successful contractor will be required to submit a PROJECT SPECIFIC SAFETY PLAN acceptable to the USPS Contracting Officer. NOTE: The attached USPS Northeast Area Environmental Health and Safety Guide Checklist must be reviewed, completed, and signed by both the USPS Facility Manager and a representative of the successful contractor before work can begin. Since construction time will exceed sixty (60) days, contractor is bound by USPS Contractor's Screening Requirements. In accordance with USPS contracting requirements, awards exceeding $1,000,000 require successful contractors to submit a Small, Minority & Woman-Owned Business (SMWOB) Subcontracting Plan before a Notice to Proceed (NTP) is issued and a quarterly web-based SMWOB report after issuance of NTP. MINIMUM REQUIREMENTS: Prior Experience: Suppliers must provide two examples of being the prime contractor for a renovation/access control project in an occupied commercial or manufacturing-type building completed in the past two years at a cost between $1M and $5M. Bonding: Contractor must have the ability to obtain 100 percent performance and payment bonds for this project. HOW TO PARTICIPATE IN THE OPPORTUNITY All proposals must be submitted in USPS eSourcing Emptoris. USPS eSourcing Emptoris is a web-based electronic solicitation that automates, standardizes, and streamlines the sourcing of facilities. If your organization wishes to participate in this solicitation, the following are instructions on how to participate: If your company is already registered in Emptoris, please contact Catherine C. If your organization wishes to participate in this solicitation and you are not registered in Emptoris, please contact Margaret Zorn at margaret.m.zorn@usps.gov or (860) 285-7138 or Sandra Gibson at sandra.l.gibson@usps.gov or (860) 285-7237 and request Emptoris registration instructions. Once a supplier completes the registration process, the Postal Service will review the entry within one (1) business day to ensure it is complete and accurate. Upon approval, the supplier will be notified via e-mail of their log-in credentials. Separate electronic messages will be sent inviting them to participate in the solicitation and notifying registrants when the event is opened. Organizations can register at any time. However, it is recommended that prospective offerors complete their registration prior to September 1, 2012 at 11:59 PM (EST). Each organization must "accept" the Invitation in order to place a proposal in Emptoris. Any required documentation may be attached to your proposal after submitting total dollar amount of proposal in Emptoris. CLOSING TIME WILL NOT BE EXTENDED DUE TO OPERATOR INABILITY WITHIN EMPTORIS.
