- Description
- The National Institute of Standards and Technology intends to acquire a red-enhanced, deep-depletion, scientific-grade CCD camera and f/4 imaging spectrograph to perform 405 and 780 nm excited photoluminescence studies of thin films. The National Institute of Standards and Technology (NIST) intends to negotiate and award a purchase order using simplified acquisition procedures on a sole source basis under the authority of FAR 13.106(b)(1) to Princeton Instruments. It is essential that the camera and spectrograph be compatible with an existing Princeton Instruments PIX100-BX camera and software (Princeton Instruments, WinSpec) to allow interchange of cameras between an existing nonlinear optical characterization system, enabling optimal visible (PIX100-BEX) or NIR (current procurement) performance on the independent experiments. The spectrograph must accept a fiber input and be capable of dispersing a spectrum from nominally 550 nm to 1100nm across the CCD camera with minimal aberration. The CCD camera must be of a red-enhanced, deep-depletion construction to allow high quantum efficiency (>=93% at 800nm, >=35% at 1000 nm) in near infrared with minimal etalon artifacts. It must be TE cooled to at least -75C to minimize dark current noise; the electronics must provide both a low read noise (<=6e) and high speed (>=2MHz) readout modes. The North American Industry Classification System (NAICS) code for this acquisition is 339999 ( All Other Miscellaneous Manufacturing, and the size standard of 500 employees No solicitation package will be issued. This notice of intent is not a request for competitive quotations, however, responses received by September 07, 2012 will be considered by the Government. A determination by the Government whether to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
