- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NIH-NICHD-12-082 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-60. The North American Industry Classification (NAICS) Code is 334516 and the business size standard is 500 employees. This solicitation is set aside for small business. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) have a requirement to procure the following Agilent laboratory equipment: Quantity One: Fully recertified/refurbished Agilent 1100 HPLC system, to include: solvent tray; G1329A & G1330B thermostatted autosampler with cooling unit; G1316A column oven; G1322A vacuum degasser; G1311A quaternary pump; G1321A fluorescence detector;G1364 fraction collector; G1314A variable wavelength detector; data station/computer running chemstation 32 bit software (ver. B4.01); LCD monitor; all required power and communications cables; new flanges, gaskets, tubing and seals; new lamp and flow cell; operator's guide; calibration report The lab at NIH is currently using the Agilent HPLC system. Another system is required to continue the research. Because the lab already has knowledge of the HPLC system, there will be no learning curve with this system. There is also a pool of spare parts and repair expertise, which will provide a cost savings to the government. The Offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representation and certifications - Commercial Items with its offer. The provisions of FAR Clause 52.212-1 Instructions to Offerors - Commercial Items; FAR Clause 52.212-2, Evaluation - Commercial Items, FAR Clause 52.212-4, Contract Terms and Conditions - Commercial Items, and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items - Deviation for Simplified Acquisitions applies to this acquisition. The offeror must include their Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. Interested vendors capable of furnishing the government with the products specified in this synopsis should submit one (1) copy of their quotation to the following designated location/contracting office address: 6100 Executive Blvd, Room 5Z00, Rockville, MD 20852, ATTN: Tracey Muck (or via email to muckt@mail.nih.gov) prior to 3:00 p.m. local time at designated location address/via email on September 4, 2012. Offers must also be accompanied by descriptive literature, warranties and/or other information that demonstrates the offer meets all of the foregoing requirements. The quotation must reference Solicitation number NIH-NICHD-12-082. All responsible sources may submit a quotation, which if timely received, shall be considered by the agency.
