- Justification and Approval (J&A) Title: Notice of Intent to Award Sole Source to Broad Institute The National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions (OA), on behalf of the NHLBI/ the Animal Program Division/Murine Phenotyping Core, intends to negotiate on a sole source basis and award a contract, under the Simplified Acquisition Procedures (Dollar Threshold of $150,000), as set forth in Far Parts 13, a Firm Fixed Price award to Noldus Information Technology, 1503 Edwards Ferry Road, suite 201, Leesburg, VA 20176 to purchase the EtoVision XT 8.5. This notice of intent is not a request for competitive proposals. This announcement constitutes the only notice; proposals are not being requested and a written solicitation will not be issued. This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-60. The corresponding NAICS code is 511210 and the small business size standard is 500 employees. The basis for sole source determination: See attached Justification and Approval (J&A). Interested parties may identify their interest and capability to respond to the requirement, in writing, no later than the response date. Written responses to this notice shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Comments to this announcement, referencing this Notice of Intent No., NHLBI-CSB-(HL)-2012-283-DDC, may be submitted in writing to the COAC Services Branch, Office of Acquisitions, DERA, National Heart, Lung, and Blood Institute (NHLBI), 6701 Rockledge Drive, Suite 6042, Bethesda, Maryland 20892-7902, Attention: Deborah Coulter. This acquisition is conducted under FAR Part 13.106-1(b) (1), Soliciting from a single source. For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand name, or industrial mobilization) Interested offerors must submit capability statement and/or proposal NO LATER THAN 8:00 AM EASTERN TIME September 5th, 2012 VIA electronic copy to Coulterd@NHLBI.NIH.Gov Each response should include the following Business Information: a. Certified letter from the manufacturer stating your organization is authorized to provide the services The delivery point is the National Institutes of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI), 14 Service Rd West, Building 14E Room 107A, Bethesda MD 20892. The Government desires the following item: Noldus Ethovision Phenotype System, with the following specifications: • Robust software analysis and video tracking system for use with home cage, operant conditioning, social recognition, novel object, and basic monitoring of mice, as well as, with the existing mazes and any new paradigms needed in the future. • Shall be Windows compatible • Have three point monitoring, not IR beam breaks, so that the lab will have the capability to track the location of the entire animal and nose. • Control external functions such as lights, so this system can be used for operant condition, social interactions, and novel object testing as well as for basic home cage monitoring • Compatible with existing equipment such as X&Y mazes and Barnes maze, etc.
