- THIS IS A NOTICE FOR SOURCES SOUGHT ONLY. THIS IS NOT A REQUEST FOR PROPOSAL OR INVITATION FOR BID. THERE IS NO BID PACKAGE, SOLICITATION, SPECIFICATIONS OR DRAWINGS AVAILABLE WITH THIS ANNOUNCEMENT. IT DOES NOT CONSTITUTE A PROCUREMENT COMMITMENT BY THE U.S. ARMY CORPS OF ENGINEERS, IMPLIED OR OTHERWISE. NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. RESPONSE IS STRICTLY VOLUNTARY; NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS SYNOPSIS OR ANY FOLLOW-UP INFORMATION REQUESTS. THE GOVERNMENT SHALL NOT BE LIABLE FOR OR SUFFER ANY CONSEQUENTIAL DAMAGES FOR ANY IMPROPERLY IDENTIFIED INFORMATION. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of the industry's (both small and large) businesses to determine if there is a reasonable alternate source to the Simplex Grinnell 4100 Universal Fire Alarm Platform system. This synopsis is full and open to all business categories both large and small, both business categories are encouraged to submit responses. If a small business is responding, please identify any categories pertaining to your business: (certified 8(a), certified HUBZone, and Service-Disabled Veteran-Owned Small Business (SDVOSB)). Responses are restricted to U.S. firms that are established and registered in Central Contract Registration (CCR). The NAICS code for this procurement is 334290 with a size standard of 750 Employees. SUBJECT: Market Survey for Simplex Grinnell 4100 Universal Fire Alarm Platform- Sources Sought The New York District intends to solicit and award a job order contract for Watervliet Arsenal, Watervliet, NY this year. This contract will be solicited competitively. However, the solicitation will include a Brand Name Only component. This notification serves three purposes: (1) to notify potential offerors of the Army's intent to solicit a brand name only component under a future construction project and (2) to identify potential sources that can provide the brand name only item and (3) notification of the Army's intent to contract sole source for a Brand Name Only, Simplex Grinnell 4100 Universal Fire Alarm Platform system, as described below. The Simplex Grinnell 4100 Universal Fire Alarm Platform is embedded in the solicitation requirements, which will be issued competitively. Only that part of the contract requiring the Simplex Grinnell 4100 Universal Fire Alarm Platform is sole source if no sources are able to provide a compatible system. In the event no compatible equipment exists, the Brand Name Only justification will be issued pursuant to FAR 6.3, Only One Responsible Source. This synopsis is for planning purposes and is not a solicitation. This synopsis is the only document that will be published notifying potential offerors of the government's intent. SUMMARY OF REQUIREMENT: The Simplex Grinnell 4100 Universal Fire Alarm Platform is functionally system used specifically by the Fire Department for operations at Watervliet Arsenal. Watervliet Arsenal currently uses the Simplex Grinnell 4100 Universal Fire Alarm Platform Alarm System. Simplex Grinnell 4100 Universal Fire Alarm Platform is the system best suited to meet the needs of Fort Drum. Only this one model has been determined to be acceptable. The proposed contract currently includes the Brand Name Simplex Grinnell 4100 Universal Fire Alarm Platform manufactured by Simplex Grinnell. This contract requires reliable receiving and reporting building fire alarm systems compatible with the installations existing system. It has been determined that use of the Simplex Grinnell System is the best, most economical and would be compatible with the existing system. It is paramount that any proposed replacement to the Simplex Grinnell 4100 Universal Fire Alarm Platform be carefully coordinated to maintain overall system integrity and capabilities.
