- SUBJECT: Seasonal staffing support to provide North Slope Outreach and Education Programs located in Barrow, Alaska. This announcement constitutes the only notice. This is not a request for quotes. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses must be received no later than 10:00 AM, September 4, 2012 by sending an e-mail to Amanda_jordan@fws.gov or 907-786-3436; however, any technical data received will be for the sole purpose of market research for future requirements. Under Simplified Acquisition Procedures (SAP), Fish & Wildlife Services, Region 7 Contracting and General Services intends to issue a sole source, firm-fixed price order to: COMPANY: Barrow Arctic Science Consortium FOR : Seasonal staffing support NAICS: 541614 Process, Physical Distribution, and Logistics Consulting Services AUTHORITY: 13.106(b) Soliciting from a single source Determinations not to compete this proposed procurement were made because: A Sole Source firm fixed award to the Barrow Arctic Science Consortium to provide seasonal staffing support for the North Slope Outreach and Education Programs located in Barrow, Alaska. The Fairbanks Fish and Wildlife Field Office, Endangered Species Program of the U.S. Fish and Wildlife Service and the Barrow Fish and Wildlife Field Office oversee and lead a long-term field study of Stellers and spectacled eiders near Barrow, a fox management project, a lemming field project, and various outreach and educational activities, including science camps and other educational programs. In 2012 and 2013, we will conduct several field projects and a variety of other programs. One of the priority tasks of the eider recovery program and goal of these programs is to hire and educate local youth and adults about the resources that occur in the local area. Stellers and Spectacled eiders are both listed species on the Endangered Species List and their numbers are low. One of the threats to these rare species is shooting by local hunters which is likely due to lack of knowledge, stewardship, and appreciation for the status of these birds. Additionally, very little is known about the eiders, the threats they face, and the ecosystem as a whole by the people of the North Slope. Therefore, it is a priority for the Fish and Wildlife Service to hire local youth and adults and provide educational opportunities so that this information is disseminated. The goal of these programs is to provide information so that members of the community will gain appreciation, stewardship, and ownership of the resources that occur in their backyard. It is imperative to hire local people for these projects because they are the audience that the Service is trying to reach and educate so that they can ultimately assist the Service is protecting these resources BACS is the only organization in Barrow with the ability to hire and pay the local students.
