- HSFE70-12-Q-0076 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Submit quotation to Chase.Smith@fema.gov or fax to 202-646-3318 by 09/04/2012 at 5:00 PM Eastern Time. If you fax your quote, please email to confirm that it was received. Intended award date is before 09/07/2012. Email all questions to Chase.Smith@fema.gov by 08/30/2012 at 5:00 PM Eastern Time. Answers will be posted by 08/31/2012 3:00 PM Eastern Time. This is a Request for Quotation. RFQ number: HSFE70-12-Q-0076 The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-60. NAICS codes is 423850. This acquisition is a small-business set-aside. The size standard is 500 employees for NAICS 423850. This RFQ is posted on 8/28/2012. Contracting Office Zip Code: 20472 Award will be made to the vendor whose quote is the lowest-cost-technically-acceptable. Delivery is required within 30 days after receipt of order. Delivery will be made to Barrigada, Guam 96913. Please clearly verify in your quotation that all technical specifications in the following description of requirements are met. Description of Requirement: FEMA requires a scissor lift for its facility at Barrigada, Guam 96913. The scissor lift should be either a JLG 2630ES, Genie GS-2632, or Snorkel 2646. Please include specs, price, and minimum standard delivery time schedule. Delivery must be within 30 days. Brand Name Justification: Funding off-island maintenance is cost prohibitive and does not provide the best value to the Government over the life of the item. Any vendor able to supply the requested name brand and model scissor lift (JLG 2630ES, Genie GS-2632, or Snorkel 2646) will be considered for this purchase. An equivalent model of a different brand will only be considered if the vendor can show that reasonable access to on-island maintenance exists.
