- The purpose of this amendment is to answer questions from industry. As a result, the solicitation is amended as follows: 1. Will the agency supply the contact information for the invited participants? Is there a preferred method of contact with these participants? (mail vs. email - both?) 1A. Names and contact information will be provided. Email messaging is the preferred form of contact with telephone contact following a non-responsive email message attempt by the contractor. The Government estimates that there will be 10 federal employees in attendance and 40 non-federal attendees. 2. Page #4 under Government-Furnished Property, Data, and Information - Please explain the following sentence, "Upon contract award the government will provide all equipment in the instrument design Laboratory along with the computer and phone for the duration of the contract." 2A. The statement is included in the solicitation in error and is hereby deleted in its entirety. 3. Is the contractor responsible for producing other materials (Name badges, table tents, agendas, etc.) in addition to signage? If so, will SWGFEX provide the contractor with approved graphics/logo? 3A. The contractor is responsible for name badges, agendas and direction signs inside the hotel. Table tents are not part of this contract. The Law Enforcement Standards Office at NIST will provide necessary graphics or logos to the contractor upon request. 4. Is the contractor responsible for on-site registration and/or distribution of information to attendees? Please outline contractor's on-site responsibilities in addition to normal facility interactions. 4A. The contractor's responsibilities for the meeting attendees are: on-site registration; ensuring agendas are available for pickup by the attendees at the registration desk; to respond to attendees and address issues regarding lodging, meeting room and general hotel facility. The contractor must be onsite to ensure their negotiated AV/Video/LCD equipment with the hotel functions appropriately during the length of the meeting. 5. Reimbursement -- Can the lodging (3 nights/person) be direct billed to contractor or do you require your travelers to pay their lodging and be reimbursed? 5A. Lodging should be direct billed to the contractor for all non-federal attendees. Exceptions exist for an attending federal employee that must pay for lodging on their own. The contract with the facility shall include rooms "blocked" for the estimated 10 federal attendees to make reservations. a. Reimbursement would incorporate transportation (air), parking, tolls, taxis, meals, internet, lodging, and any other approved element in the Federal Travel Regulations? 5a. Yes, all of these costs will be direct billed to the contractor for all non-federal attendees. The federal employees will be reimbursed by their employing agencies. Of the estimated 40 non-federal attendees, all will be travelling to the conference from within the continental U.S. 6. Meeting a. Convenient to transportation - Does this mean close to airport and in walking distance to restaurants? Is there a need to be downtown? 6a. Convenient transportation refers to available shuttle service from the airport to the hotel, 5 - 10 mile taxi ride from airport to the hotel or subway/metro service from the airport to the hotel. A hotel with walking distance to restaurants is highly desirable. b. Meeting space for 50 - any setup preferred? - are the breakouts equal to 25 each? 6b. Large conference room will have school room/classroom for 50, with a table at the front of the room for speakers/panel participants; the two breakout rooms will have a single conference table set up for 15. c. Extension cords - Is there a requirement for all 50 participants to set up laptops? have extension cords? and be linked into internet during meetings? 6c. One extension cord with surge protector plugs will be required for each breakout room and two extension cords with surge protector plugs will be required for the large conference room. One at each side of the room along the first row of chairs/tables. Internet access in each of the three rooms is required. d. Is the same Audio-Visual equipment setup required in the general session room and in each of the breakout rooms? 6d. Yes, all audio-visual equipment is the same for all three rooms. 7. Meals a. If we can get breakfast and lunch at per diem is that to be included in the hotel contract? 7a. The contractor is responsible to pay for and how they will pay for the provided meals for the non-federal attendees. If the meals are provided for the federal attendees as well, they would be able to account for this under their per diem. This is dependent upon the cost being at or below the government per diem rate.
