- Product Manager Soldier Maneuver Sensors (PM SMS) Industry Day: PM SMS will conduct an Industry Day event on 15-16 August 2012 at Ft. Belvoir, VA, within the Night Vision Electronic Sensors Directorate (NVESD) compound, Building 309, in the Virtual Prototyping and Simulations (VPS) facility. The focus of this event is to provide an update on the latest PM SMS planning regarding the Enhanced Night Vision Goggle (ENVG) and Family of Weapon Sight (FWS) programs, as well as an opportunity for Industry to ask questions in both an open forum and in one-on-one industry sessions. The Industry Day will be unclassified. This event is a follow-on to the virtual Industry Day held on 26 April 2012. Industry Day will began at 0900 hrs EST on 15 August 2012. Funds will be collected during sign-in on the morning of the event. Draft technical documents to be discussed at the Industry Day will be available upon request for industry review prior to the event. Participants may request these documents as part of their registration e-mail (see instructions for registration e-mail below). A draft ENVG Product Description (PD) will be available upon request for industry review on 3 August 2012 and is subject to change prior to its official release. The purpose of the draft ENVG PD is to facilitate an improved understanding and thorough discussion of the Government requirements. Industry is encouraged to submit written questions regarding the Draft PD so they can be addressed during the Industry Day presentation. Questions may be submitted by e-mail to the PM SMS Technical Point of Contract (POC), MAJ Jamal Williams, listed below. A draft FWS Product Description (PD) and a separate draft Rapid Target Acquisition (RTA) Performance Specification will be available upon request for industry review on 3 August 2012 and are subject to change prior to official release. The purpose of the draft FWS PD and RTA Perf Spec is to facilitate an improved understanding and thorough discussion of the Government requirements. Industry is encouraged to submit written questions regarding the draft FWS PD and RTA Perf Spec so they can be addressed during the Industry Day presentation. Questions may be submitted by e-mail to the PM SMS Technical POC, MAJ Toby Birdsell, listed below. A draft of the Entrance Criteria for our Industry partners interested in being considered for inclusion in the planned APR 2013 Early User Assessment (EUA) for the FWS-Individual (FWS-I) variant will be available upon request for Industry review on 3 August 2012 and is subject to change prior to official release. The purpose of the draft Entrance Criteria is to facilitate an improved understanding and thorough discussion of the Government requirements. Industry is encouraged to submit written questions regarding the draft Entrance Criteria so they can be addressed during the Industry Day presentation. Questions may be submitted by e-mail to the PM SMS Technical POC, MAJ Toby Birdsell, listed below. A draft ENVG Helmet Mount Assembly (HMA) design package will be available upon request for industry review on 3 August 2012 and is subject to change prior to its official release. The purpose of the draft HMA design package is to facilitate an improved understanding and thorough discussion of the Government requirements. Industry is encouraged to submit written questions regarding the Draft HMA design so they can be addressed during Industry Day. Questions may be submitted by e-mail to the PM SMS Technical POC, Robb Mikolajko, listed below. During the Industry Day event, PM SMS will conduct a series of three workshops for interested parties. The first and second workshops will be held at the same time to increase the time available for one-on-one sessions. The first workshop will focus on wireless solutions for the individual Soldier and his equipment, commonly known as the Wireless Personal Area Network (WPAN). The second workshop will focus on opportunities to reduce contract Quality Assurance (QA) and Test costs while maintain a high level of product quality. The final workshop will focus on the draft Helmet Mount Assembly design. Industry participants are asked to indicate what workshops they plan to attend in their registration e-mail (see instructions for registration e-mail below). One-on-one sessions will begin on 16 Aug. During the scheduled one-on-one sessions interested parties will have the opportunity to meet with Government representatives for no more than 30 minutes. Requests to schedule an Industry Day one-on-one with the Government must be submitted at the same time as registration for the event (see instructions for registration e-mail below). The government will provide the scheduled times for the one-on-one sessions on the morning of 15 August 2012. Attendance is limited to U.S. Department of Defense personnel and U.S. Department of Defense contractors, and exceptions as approved by PM SMS. Attendees must be U.S. Citizens. We recommend all non-US companies utilize US citizen representatives. Each industry participant will be limited to a maximum of three (3) attendees. E-mail Registration Instructions. Industry partners interested in attending the conference must submit an e-mail with subject line: "Attend PM SMS Industry Day Conference 15-16 August 2012" to the Administrative POC, Mr. Steven Lopez, steven.e.lopez3.ctr@mail.mil no later than 1600 hrs EST on 8 August 2012. PM SMS will not be able to accommodate any reservations that come in after the stated date/time. Reservations are available on a first-come, first-served basis or until capacity has been met. Each registration e-mail should contain: Company name, CAGE code, business unit, and address; Primary point of contact phone number and e-mail; List of attendees with nationality and dates of attendance; Indicate if attendees will be purchasing lunch on 15 August 2012; Indicate if participation in each workshop is desired (WPAN, QA, HMA) Request for a one-on-one session Requests for one or more of the following draft technical documents, to be provided via e-mail: ENVG PD, FWS PD, RTA Perf Spec, FWS-I EUA Entrance Criteria, HMA design package. Note: Draft technical documents will only be provided to U.S. Department of Defense contractors with a valid CAGE code, therefore CAGE code must be included in your registration e-mail. If you do not meet the attendance criteria of U.S. Department of Defense personnel or U.S. Department of Defense contractor, indicate that you are requesting an exception and provide the rationale for your attendance in the e-mail. Confirmation of registration for the event will be provided by e-mail. Please note, telephone inquiries will not be accepted. Publically releasable documentation from the PM SMS Industry Day will be posted to FedBizOpps within 10 working days of the event. All other documentation will be distributed directly to confirmed participants as allowable. In accordance with Federal Acquisition Regulation (FAR) 52.215-3 Request for Information or Solicitation for Planning Purposes, the Government will not pay for any costs incurred as a result of this Special Notice, to include costs associated with attending the Industry Day. Access to Fort Belvoir for non-CAC holders: All visitors must enter at Ft. Belvoir's Tulley Gate and present a Driver's License or other permanent ID. Access to NVESD compound: All visitors must stop at the NVESD compound Visitor's Center at Gelini Gate to check-in and receive a visitor's badge. Visitors will be required to show a valid photo ID. Industry Day participants are reminded that it may take up to one hour to get through Ft. Belvoir and NVESD compound security. All participants who submit registrations by the deadline will be pre-registered at the NVESD Visitors Center to facilitate check-in and issuing of visitors badges.
