- (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, utilizing procedures outlined in FAR Subpart 13.1, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. (ii) The solicitation is being issued as a Request for Quote (RFQ); solicitation number is W564KV-12-T-1006. A firm fixed price contract is contemplated. (iii) In this solicitation document, the incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-56 effective 2 April 2012. The complete text of any of the clauses and provisions may be accessed in full text at http://farsite.hill.af.mil. (iv) The acquisition will be conducted on a limited sources competition basis using sole source justification documentation (attachment 03) with the exclusion as defined in FAR 5.202 (a)(12) for local sources within the operational area of Baumholder/Kaiserslautern, Germany. The government intends to award this contract as Firm-Fixed Price contract to the offer that is the lowest evaluated price meeting or exceeding the acceptability standards specified in the salient characteristics. (v) The contract line items (CLINs) for this acquisition are as follows: See attachment 01 for details (vi) The technical specifications (attachment 02) for a description of the requirements. Items/services to be provided are listed in Attachment 01 and 02 to this combined synopsis/solicitation. (vii) Delivery of items shall occur within 30 days of award. (viii) See attachment 01 for solicitation provisions and clauses that are applicable to this solicitation. (ix) The Defense Priorities and Allocations System (DPAS) rating are not applicable. (x) Offers shall be submitted no later than 1000, 12 September 2012, CET. The date and time is based on the local time in Kaiserslautern, Germany, Central European Time (CET). Offer shall be delivered electronically to the following addresses: thomas.w.dragolich.civ@mail.mil. Maximum email size: 10MB per email. Offerors may submit multiple emails.
