Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number for this acquisition is NIAIDNOI12152, issued as a Notice of Intent (NOI). The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-60 dated August 27, 2012. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is a small business set-aside, but small, small disadvantage, minority, veteran owned, and HUD zone companies, etc. are encouraged to submit quotes. All responsible sources may submit an offer that will be considered by the Agency. The associated North American Industry Classification System (NAICS) Code is 333314, which has a business size standard of 500. The National Institutes of Health, National Institute of Allergy and Infectious Diseases (NIH/NIAID) intends to procure a refurbished standalone scanner on a sole source basis from Aperio Technologies, Inc. The scanner will capture one seamless image of a slide, usable for downstream applications and can be used as backup for custom algorithms. This is the only known vendor that is able to provide the following equipment with the required specifications: Item/Description/Qty: Item# 1 - Refurbished ScanScope CS (standalone Scanner) - (Qty-1); Item# 2 - Spectrum Plus 1, (1,000 Digital Slide/Image Capacity License)-(Qty-1) Item# 3 - Image Analysis Toolbox Whole (Academic) - (Qty-1) The Aperio ScanScope slide scanning system provides fast scan times and scanned images are in clear focus. Ability to scan up to 5 slides at a time capturing all types of traditional histology stains using transmitted light by bright-field imaging at 20x and 40x magnifications with high-level definition and resolution. Prepare multi-colored virtual slides for long-term observation. Digitize large batches of slides with Spectrum Plus database/slide repository and "teachable" image analysis toolbox will provide vast improvement in the number of slides analyzed and stored and will eliminate human bias arising from observer to observer. The set up will digitize the entire histology slide in an open source pyramidal file format (.svs) for easy desktop viewing at variable magnifications up to 40x, thereby creating virtual slide archives for all the studies. Toolbox to include Genie, histology pattern recognition tool, Image Analysis 101 and Basic Image Analysis Tuning training for 2 users and the Suite of Aperio branded general purpose image analysis algorithms. Evaluation will be based on:1) The capability of the item offered to meet the above stated salient characteristics 2) Price, 3) Delivery and 4) Warranty. Delivery will be made to Bethesda, MD, 20892. The government will award a fixed price purchase order to the responsible contractor. The FOB point shall be Origin. Payment Net 30 days. The following Federal Acquisition Regulations provisions and clauses apply to the acquisition: FAR 52.212-1, Instructions to Offerors - Commercial Items; FAR 52.212-2, Evaluation - Commercial Items; Far 52.212-3, Offeror Representation and Certifications - Commercial Items; Far 52.212-4, Contract Terms and Conditions -Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items; and FAR 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration (Oct 2003). In order to be considered for an award, and offeror must have completed the online electronic Online Representations and Certifications Application (ORCA) at https://sam.gov in accordance with FAR 4.1201(a). By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation. [Note: Lack of registration in the Central Contractor Registration will make an offeror ineligible for award].
