- The Bureau of Land Management, Fillmore, UT has a requirement for the following: Diagnosis and Repair of a 1993 Cat D7 Dozer for issues relating to the transmission and clutches. The equipment is currently broken down and is at the Wheeler Machinery in Salina, UT. The CAT D7 Dozer was being used in July of this year when a warning buzzer went off indicating issues with the transmission. The dozer was hauled to Wheeler Machinery Co in Salina, Utah where it was determined that the transmission was fine, but one or more of the clutches inside the transmission was coming apart allowing fibers to plug the transmission filter. To further investigate the problems the transmission must be pulled to determine which clutch or clutches are going bad so they can be replaced. This is a combined synopsis/solicitation for commercial items and is prepared in accordance with the format in Subpart 12.6 as supplemented with additional information in this notice. The solicitation document and incorporated provisions and clauses are those in effect through FAC2005-55. This announcement constitutes the only solicitation; proposals are requested and a written solicitation will not be issued. The Solicitation Number for this Request for Quote is L12PS01396. Award will be made to the vendor whose proposal provides the best value to the government, price and other factors considered. Vendors must be regularly established in the business called for and have successfully delivered this type of item in similar quantities in a timely manner to other government agencies. Vendors must be certified CAT service providers and utilize OEM CAT parts for this requirement. Technical and past performance when combined are approximately equal to price. Offers are due not later than 11:59 p.m. MT on September 14, 2012. The NAICS classification for this requirement is 811310 with a small business size standard of $7.0 Million and this requirement is Unrestricted as it is unknown whether there are sufficient small businesses to provide competition for the requirement. Also, the prime contractor is required to do at least 50% of the work with no more than 50% of the work being done by subcontractors. Offers and proposals should be faxed to 801-539-4222 or emailed to jgoss@blm.gov The Contractor shall provide transportation services to haul the 1993 D7 Dozer to the selected repair shop from Salina, Utah. The Contractor shall also provide all labor to pull the transmission and diagnose the transmission clutch problems on the dozer. Once diagnosed, the Contractor shall provide all new Cat OEM parts to repair or replace the clutches as needed, and to recondition all parts, including transmission and replace transmission. All parts and labor shall come with the manufacturers standard warranty.
