- This notice is a combined Synopsis / Solicitation Request for Quote for commercial items prepared in accordance with the format of FAR Subpart 12.6, in conjunction with FAR Part 13.5 as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation will not be issued for the solicitation NIAID-RFQ-12104 a Request for Quote. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC2005-60 dated July 26, 2012. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is a small business set-aside, however small disadvantage, minority, veteran owned, and HUB zone companies etc., are encourage to submitting quotations. The associated North American Industry Classification System (NAICS) Code is 334516, which has a size standard of 500 employees. The National Institute of Allergy and Infectious Diseases (NIAID) intends to procure two (2) automated cell counting systems and accessories to expedite the process of counting viable cells by fluorescent means to include: 1) motorized filter set switching, software, automated controller, 2 fluorescence optics modules, and a pack of 75 slides, qty-2 each, and 2) disposable plastic cell counting chambers for cell counters, packed in microscope slide boxes, ready for use, and case of 500 slides for 1000 counts in 10 boxes, qty-2 each. The system should be able to perform brightfield and fluorescence cell profiling, and have motorized filter set switching. The following factors will be used to evaluate offers: 1) capability to meet required specifications, 2) price, 3) warranty, and 4) delivery (30 days after receipt of order). Place of delivery is Bethesda, Maryland 20892. The government will award a fixed price purchase order to the responsible contractor. The FOB point shall be Destination. The following Federal Acquisition Regulations provisions and clauses apply to the acquisition: FAR 52.212-1 Instructions to Offerors Commercial Items; FAR 52.212-2 Evaluation Commercial Items; Far 52.212-3 Offeror Representation and Certifications Commercial Items; FAR 52.212-4 Contract Terms and Conditions Commercial Items; FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items; and FAR 52.232-33 Payment by Electronic Funds Transfer-Central Contractor Registration (Oct 2003). A completed copy of provisions at FAR 52.212-3 Offerors Representation and Certifications Commercial Items must be included which can be found online at System for Award Management (SAM) https://www.sam.gov. By submission of an offer, the Offeror acknowledges the requirement that a prospective Awardee shall be registered in the SAM database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.
