Description The National Cancer Institute (NCI), Center for Cancer Research (CCR), Urologic Oncology Branch (UOB) plans to procure on a sole source basis the brand name or equal xCELLigence Real Time Cell Analyzer from Roche Diagnostics Corporation, P.O. Box 50414, 9115 Hague Road, Indianapolis, IN 46250 This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.106-1(b)(2) and 13.501-(a)(1) using simplified acquisition procedures for commercial acquisitions. The North American Industry Classification System Code is 334516 and the business size standard is 500 Employees. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Delivery Date: 90 days from date of award. It has been determined there are no opportunities to acquire green products or services for this procurement. UOB has clinical surgery tumor sample bank, tumor cell lines, patient blood or other samples in branch repository. UOB in needs use the Real-Time Cell Analyzer (RTCA) to perform following tasks: (1) proliferation analysis, with multi-chamber detection; (2) Profiling the characteristic of for tumor molecular pathway in hereditary kidney cancer; (3) Monitoring mobility variation in hereditary renal cell carcinoma; (4) Tumor subtype typing, and metastasis potential verification; (5) other epigenetic change in blood and tumor specimens; (6) Before and after drug treatment profiling in urologic cancer cell line models. UOB needs a RTCA with an E-Plate feature with micro-electrode configuration that covers 80% of each well bottom's surface area. The real-time measurement of impedance across the electrodes provides sensitive immediate detection of the cellular condition and response from low cell numbers to confluency. This allows for examination of cell proliferation, Cell Quality, compound mediated Cytotoxicity, cell-mediated cytotoxicity, cell adhesion and spreading and functional monitoring of receptor tyrosine kinase and GPCR signaling. Additional Salient Characteristics include: • Dual plate format • Optimized to study non-human as well as human cells • 24 to 48 hour cycle real-time monitoring reaction using impedance measurement repeatability: 0.5%. • Instrument must be modular with precise quantitative and dynamic information • Electrical input: +6V DC, 5 W max; Electronic switch resistance: 2-5 ohm; • Electrical interface: handling three E-Plate® 16 devices or 3 IM-Plate devices; • The most specific parameter is monitoring tumor cell mobility profiling function available • Ability to handle three E-Plate® 16 devices or 3 IM-Plate devices; • Communications: RS232 serial communications at a band rate of 57600 bits/second; • Impedance measure accuracy: ± (2% + 1.5 ohm; Real-time numeric and graphic data display • Real-time numeric and graphic data display. The Roche xCELLigence Real Time Cell Analyzer is the only known commercial instrument with the unique characteristics critical for research in the NCI. Roche Diagnostics is the sole manufacturer and distributor of this equipment. No other known sources exist to provide this equipment. The features mentioned above are necessary for the mission of the lab. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received at the NCI Office of Acquisitions on or before 11:00 AM EST on September 11, 2012. No electronic capability statements will be accepted (i.e. email or fax), an original and one copy must be sent to the NCI Office of Acquisitions to the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
