Description
Statement of Work The objective of this solicitation is to obtain the services of a Contractor to perform the task described below for the FCA in support of the FCA's mission. The task is: Analyze and assess the needs of the HRTT in automating the processes of providing personnel services and training to the FCA. The analysis will include the "onboarding" of staff, the processes for administering positions, recruitment, personnel actions and "off-boarding" staff. Workflow analysis, including critical paths and inputs and outputs will be identified and documented, Based on the results of the analysis and needs assessment, perform a review of the databases and workflows used by the Human Resources and Training Team and provide recommendations as to how best create/implement a human resources information system and workflow that would allow for full range of personnel activities to be tracked, reports to be run, and close integration with the National Finance Center's HR/Payroll system and in-house applications and databases currently employed by FCA. ----------------------------------- All Question must be received by no later than Friday, September 7, 2012, by 11:00 AM. Questions will be answered and added to a modification to this combined synopsis/solicitation no later than 4:00 PM the business day 9/10/2012. CLAIMS FOR RELIEF The FCA is a nonappropriated fund activity not subject to GAO's bid protest provisions. Any claim for relief filed by an offeror shall be adjudicated by the FCA Contracting Officer. If the parties cannot reach an agreement mutually satisfactory after diligently pursuing a solution through discussions and negotiations, the FCA Contracting Officer shall make a final decision. The FCA Contracting Officer's decision shall prevail unless the contractor submits an appeal to the FCA Chief Financial Officer (CFO) Stephen G. Smith. The decision of the CFO shall be final and binding on the parties.
