Description
This is a sole-source synopsis that provides tentative notification of the 30th Contracting Squadron's intent to extend contract, FA4610-06-C-0001, with Santa Barbara Applied Research, Inc., 2151 Alexandro Dr Ste 220, Ventura, CA 93001-3777 for a period of one (1) month. The period of performance for this extension will be from 1 October 2012 through 31 October 2012. An appeal to the Court of Federal Claims has been filed challenging the award of the follow-on Minuteman Launch Support Services contract (FA4610-09-R-0013/FA4610-12-C-0001). This extension is needed to satisfy the requirements of the 576th Flight Test Squadron, Air Force Global Strike Command, to provide Minuteman Launch Support Services (MLSS) until a formal COFC decision has been made. The 576th FLTS MLSS contract provides for a wide range of support services for Force Development Evaluation Minuteman Launches at Vandenberg AFB. Support services include, but are not limited to: launch facility refurbishment, corrosion control services, vehicle issue and control, management services, and training services which support critical mission requirements. The extension will provide for the continuation of uninterrupted services of the above services at Vandenberg Air Force Base (VAFB) outlined above. This one-month extension of services is pursuant to 10 U.S.C. 2304(c) (1), "Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements," as implemented by FAR 6.302-1. The extension will allow for a transition of services to a potential new contractor. Santa Barbara Applied Research, Inc. is the only responsible offeror for exercise of this option, as the Government would experience unacceptable delays in fulfilling the agency's requirements if this option was not exercised before the current contract expiration date. Interested persons may identify their interest and capability to respond to the requirement within 15 days of this notice. The Government will not be responsible for any cost incurred by interested parties in preparation of information or documents related to this option exercise. A determination by the Government to extend the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether or not to extend the contract.
