The Request for Quote (RFQ) number is EA-133M-12-RQ-1199. The synopsis/solicitation constitutes a RFQ and incorporates provisions and clauses in effect through Federal Acquisition Circular No. 2005-59 dated May 12, 2012. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This RFQ is 100 percent set-aside for small business concerns. The associated North American Industry Classification System (NAICS) code is 333618, which has a corresponding size standard of 1,000 employees. The National Oceanic Atmospheric Administration (NOAA), Eastern Regional Acquisition, 200 Granby Street, Suite 815, Norfolk, VA 23510 has a requirement for the procurement and installation of SOLAS engine on board the NOAA Ship OKEANOS EXPLORER, NOAA OER Operations, North Kingstown, RI 02852. Item 0001, Provide all labor, material for the procurement and installation of a SOLAS engine on board NOAA Ship OKEANOS EXPLORER'S fast rescue boat in accordance with the attached Statement of Requirement, 1 Each $ ______________ Item 0002, OPTION ITEM - Provide a Fleet Spare Engine in accordance with the attached Statement of Requirement, 1 Each, $ ______________ The detailed Statement of Requirement entitled, "NOAA Ship OKEANOS EXPLORER Small Boat EX-01 SOLAS Engine Replacement FY 2012", dated July 6, 2012 is hereby incorporated by reference and provided as an attachment to this RFQ. Reference documents are available upon request to the Small Boat Officer, ENS Jason Wilson at (757) 441-6202 or jason.wilson@noaa.gov. The required delivery date is 30 days from award. The boat is available for transport to the potential vendor's facility on a trailer. Installation shall be accomplished at the vendor facility by an authorized manufacturer's certified technician. Vendor shall submit copies of the technician's certification with their quote. The boat shall be returned to the ship's homeport 2578 Davisville Road, North Kingstown, RI. Vendors are required to submit a signed Representation by Corporations Regarding an Unpaid Delinquent Tax Liability or a Felony Conviction Under any Federal Law (Class Deviation) (MAR 2012) (attached) with their quote. Vendors shall include a completed copy of its representations and certifications at FAR 52.212-3, Offeror Representations and Certifications--Commercial Items (APR 2012), with its quote. [An offeror shall complete only paragraph (b) of this provision if the offeror has completed the annual representations and certificates electronically at http://orca.bpn.gov.
