FBO ANNOUNCEMENT: PRESOLICITATION NOTICE ACTION CODE: <PRESOL> CLASSIFICATION CODE: 335129 - OTHER LIGHTING EQUIPMENT MANUFACTURING SUBJECT: UV Lamp & Power/blower SOLICITATION NUMBER: NB731040-12-04602 RESPONSE DATE: September 7, 2012 CONTACT POINTS: Willie W. Lu, Contract Specialist, 301-975-8259 Chon Son, Contracting Officer, 301-975-8567 DESCRIPTION: The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the NIST Engineering Laboratory, intends to negotiate with Fusion UV Systems, Inc., on a sole source basis under the authority of FAR Subsection 13.106-1(b), for UV Lamp & Power/blower, with the following specifications: • A UVB light source that is capable of producing 120 watts/em with 1800 watts of total irradiance in a footprint no larger than 170 mm by 208 mm (to fit into existing infrastructure). • Bulbs should last a minimum of 5000 hours of continuous operation. • The light should weigh less than 20 kg. • The light system should minimize any visible or infrared radiation. • No additional heat removal methods should be required outside of the lamp. • The power supply should us 220 V AC, < 20 amps, 1 phase power supply. • The power supply should weigh less than 35 kg. • No water cooling on the lamps. The lamps must be air cooled. • Reflector assembly must be able to withstand more than 8000 hours. • The lamps should be free of electrodes. No other vendor has been determined to be able to offer the products/services required to meet NIST's needs. The North American Industry Classification System (NAICS) code for this acquisition is 335129, and the small business size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested persons may identify their interest and capability to respond to this requirement. The Government will consider responses received by 2:00 p.m. (Eastern) on September 7, 2012. Inquiries will only be accepted via email to Willie.Lu@nist.gov. No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
