- Request For Quotation Salient Characteristics This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is FA5205-12-Q-JM03; this solicitation is a request for quotation. This solicitation document and incorporated provisions and clauses are those in effect through FAC 2005-58, DCP 20120629, and AFAC 2012-0330. This acquisition will be full and open competition; the North American Industry Classification System (NAICS) code is ¬¬¬¬¬¬423430. The Federal Supply Class (FSC) is 5810. The Standard Industrial Classification (SIC) is 5045. This procurement is for the purchase of Multifunctional Device CAC Authentication Device. Readers, manufactured by API Cryptek. The API Cryptek CL310S-Netgard devices are brand name or equal. The brand name part number is Netgard CL310S. CLIN 0001: 50 Each Multi-function Printer/Scanner/Copier Common Access Card (CAC) Authentication Device. See the attached Salient Characteristics and Request for Quote for further detail. CLIN 0002: Shipping / Delivery (Only if FOB Origin) Award shall be made in the aggregate, all or none. Note: The required delivery date is 45 calendar days after receipt of order (ARO). EVALUATION CRITERIA: Quotes will be evaluated in accordance with FAR 13.106, Soliciting Competition, Evaluation of Quotations or Offers, Award and Documentation and FAR 52.212-2, Evaluation - Commercial Items. The Government intends to award a Firm-Fixed Price commercial contract resulting from this notice on an all or none basis to the responsible offeror whose offer meets the following evaluation criteria brand name or equal requirements, can provide delivery by the required delivery date, and is the lowest price. EQUAL ITEM: If item is "or equal", vendor must include the product information on the attached RFQ and submit the specifications information along with your response to this RFQ. To be considered for award, offers of "or equal" products of the brand name manufacturer, must-meet the salient physical, functional, or performance characteristic specified in this solicitation; clearly identify the item by--Brand name, if any; and Make or model number. Include descriptive literature available to the Contracting Officer and clearly describe any modification the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modification. Unless the offeror clearly indicates in its offer that the product being offered is an "or equal" product, the offeror shall provide the brand name product referenced in the solicitation.
