Description
JOFOC Statement of Work The Department of Commerce, National Institute of Standards and Technology (NIST), intends to negotiate a firm fixed price purchase order, on a sole source basis, with Zurich Instruments of Switzerland for the purchase of a Lock-In Amplifer under other than full and open competition by the authority of FAR subpart 13.106-(b): Only one responsible source and no other supplies or services will satisfy agency requirements. The Sole Source determination is based on the need for a high speed lock-in amplifier for applications in Atomic Force Microscopy (AFM). Lock-In amplifiers are used in AFM instrumentation for fine control of the oscillations of a scanning cantilever as it interacts with the sample surface. NIST has a need for better than commercial AFM performance for magnetic imaging of magnetic nanoparticles per the attached SOW technical specifications. Delivery shall be FOB Destination, Boulder, CO. The NAICS code for the proposed acquisition is 334515, Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals, and the Small Business size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested persons may identify their interest and capability to respond to this requirement. The Government will consider responses received by 11:59 p.m. (EST) on September 15, 2012. Inquiries will only be accepted via email to patricia.bullington@nist.gov. No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
