- RFQ - SF 18 Statement of Work (SOW) The United States Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), Coral Reef Conservation Program (CRCP) has a requirement to enhance public awareness, education, understanding, and appreciation of coral reefs and coral reef ecosystems. Program Description Initiated in 2000, with the passage of the Coral Reef Conservation Act, NOAA's Coral Reef Conservation Program (CRCP) supports effective management and sound science to preserve, sustain and restore valuable coral reef ecosystems. The original priorities for the CRCP are laid out in both the National Action Plan to Conserve Coral Reefs and the National Coral Reef Action Strategy. Updated National Goals and Objectives and a separate International Strategy for the CRCP were published in 2009. The CRCP brings together expertise from NOAA's Line Offices for a multidisciplinary approach to managing and understanding coral reef ecosystems. These offices carry out, directly and in partnership, a wide range of activities, including mapping and monitoring of coral reefs, and research on various aspects of coral reef science and management. The CRCP facilitates and supports partnerships with scientific, private, government and nongovernmental groups at local, state, federal and international levels. Pursuant to the Coral Reef Conservation Act of 2000 (Act), the Secretary of Commerce (Secretary), through the NOAA Administrator (Administrator), and subject to the availability of funds, is authorized to provide matching grants of financial assistance for coral reef conservation projects through the Coral Reef Conservation Program (Program). As such, the objective of the Program is to provide financial assistance for coral reef conservation projects consistent with the Act and "A National Coral Reef Action Strategy" (Strategy). The Act lists education and outreach as one of the six goals and objectives for the CRCP. Specifically, activities authorized by the Act include (1) mapping, monitoring, assessment, restoration, and scientific research that benefit the understanding, sustainable use, and long-term conservation of coral reefs and coral reef ecosystems; AND (2) enhancing public awareness, education, understanding, and appreciation of coral reefs and coral reef ecosystems. This is a 100% Small Business set aside procurement. The North American Industry Classification System (NAICS) Code is 611430 & 541620, with a size standard of $7 million. The Government's estimated cost for this requirement is not expected to exceed the Simplified Acquisition Threshold. Hard copies of the solicitation will not be available. Interested parties are responsible for downloading their own copy of the solicitation and amendments (if any) and monitoring the website to ensure that they have the most up to date information regarding this acquisition. Proposals/Offers shall be submitted in accordance with the statement of work (SOW). All questions resulting from this notice or the subsequent solicitation document must be submitted in writing via email to Stephanie.Fogg@noaa.gov by 12:00 PM on September 10, 2012. Reference the solicitation number in the subject line of your email. Offers and all required documents must be submitted electronically via email, however; the Government shall not be responsible for malfunction of electronic machinery.
