- This Justification and Approval for Other Than Full and Open Competition has been reviewed and approved in accordance with established TSA procedures and is hereby published in accordance with Federal Acquisition Regulation (FAR) 6.305. Any and all redactions in this published document (that is, language marked out or deleted) have been identified and confirmed by the Government as contractor proprietary information which the Government must protect from unauthorized disclosure. As the Government's intent to acquire using other than full and open competition was previously published on the Government-wide Point of Entry (FedBizOpps) and all public comments considered at that time, the Government does not intend to respond further concerning this publication. The Transportation Security Administration (TSA) intends to contract using other than full and open competition for the following Independent Validation and Verification (IV&V) Testing Support Services. Accordingly, the TSA intends to increase the ceiling of the contract to Systems Research and Applications (SRA) Corporation 4300 Fair Lakes Ct, Fairfax, VA 22033. The ceiling shall be increased by $53,500,000.00 from $53,498,611.00 to $106,998,611.00. Currently, SRA provides monitoring services for 29 systems on the TSA network, and in order to comply with DHS and TSA Directives, 12 additional systems must be monitored which will result in the increase of the contract ceiling. This contract will address the requirements of Independent Validation and Verification (IV&V) Testing Support Services to the TSA SOC and TSA infrastructure. The TSA SOC provides continuous network security monitoring and incident response to the TSA IT infrastructure. The TSA SOC's primary and most critical functions are to: a) collect and analyze system and network logs and events from the TSA IT security infrastructure, b) identify, confirm and report security events and incidents, c) manage and coordinate end-to-end security events and incidents response, and d) assess IT infrastructure vulnerabilities, recommend actions, and monitor progress and compliance against plan of actions and milestones. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received thirty days after date of publication of this synopsis will be considered by the Government. The Government will notify parties of the outcome of any proposal submitted in response. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
