Description
Performance Work Statement The National Archives and Records Administration (NARA), intends to solicit and award a sole source, firm fixed-price purchase order, in accordance with FAR Subpart 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, to Pegasus Radio Corporation (dba) Federal Radio located at: 1202 Technology Park, Ste. C, Aberdeen, MD 21001-1425. The North American Industry Classification System (NAICS) code is 517210, and the Size Standard is 1,500 employees. A Justification and Approval will be prepared and publicized in accordance with FAR subpart 6.3 Other Than Full and Open Competition. REQUIREMENT : NARA is transitioning from a hybrid analog-digital Federal Specialized Mobile Radio (FedSMR) System to a fully digital FedSMR System. Telecommunications equipment NARA recently purchased in support of this transition now needs to be integrated into its FedSMR System. This equipment is located at three different locations: Archives I (Washington, DC), Archives II (College Park, MD), and a contingency of operations plan (COOP) site. The resultant purchase order will include the following: CLIN 0001, Program and activate 280 new walkie-talkies, in accordance with the Performance Work Statement, Quantity: 1, Unit of Issue: Lot; CLIN 0002, Change programming on 95 existing walkie-talkies, in accordance with the Performance Work Statement, Quantity: 1, Unit of Issue: Lot; CLIN 0003, Install, program, and activate five base stations in accordance with the Performance Work Statement, Quantity: 1, Unit of Issue: Lot; CLIN 0004, Install, program, and activate six controllers, in accordance with the Performance Work Statement, Quantity: 1, Unit of Issue: Lot; CLIN 0005, Install, program, and activate four VOIP termination panels, in accordance with the Performance Work Statement, Quantity: 1, Unit of Issue: Lot; and CLIN 0006, Re-tune the existing "In-building, bi-directional, distributed Antenna System, in accordance with the Performance Work Statement, Quantity: 1, Unit of Issue: Lot. PERFORMANCE SCHEDULE : The contractor will have 90 calendar days from the date of the order to complete all services. A determination not to compete the described requirement based upon responses to this notice of intent to sole source is solely within the discretion of the Federal Government. RESPONSES : The Government will not be responsible for any costs incurred in responding to this notice. Only written responses will be considered. Allow one extra business day for delivery and confirm receipt of capability statement, question, or requests for clarification submitted electronically via e-mail, as the e-mail will need to pass through IT security. Capability Statements - All interested parties are encouraged to provide information on their capabilities to meet this requirement. In order to be considered a potential source, interested parties must submit clear and convincing documentation demonstrating the capabilities to satisfy the requirement specified above and advantages of the Government to consider another source. The documentation shall include prices and descriptive literature containing sufficient technical documentation to establish a bona fide capability to meet this requirement.
