- In accordance with FAR 5.101(a)(1) and 5.201, this is a notice of intent to award a sole-source contract and is not a request for proposals. The Department of Homeland Security (DHS) / Federal Emergency Management Agency (FEMA), Office of Chief Procurement Office (OCPO), Acquisition Operations Division, Preparedness Branch, 16825 S. Seton Avenue, Emmitsburg, MD, 21727-8998, intends to award a sole-source contract to the Harvard School of Public Health National Preparedness Leadership Initiative, 8 Story Street, Suite 310, Cambridge, MA 02138 for the development, delivery and evaluation of the Harvard Meta-Leadership Program nationwide for up to 100 Federal senior executives as well as state, local, and tribal senior managers. The requirement also includes the development of new material and conversion of existing material for FEMA leader development courses. Support through the Meta-Leadership Training Program will provide case studies of natural and man-made disasters for senior executives. The program includes methods and standards for certifying government trainers to deliver meta-leadership curriculum. The training will encompass Presidential Policy Directive-8, research, and curriculum development and emergency management best practices to improve and build upon existing capabilities. For this requirement FEMA OCPO intends to award a contract for a period of twelve months from the date or award. The proposed contract is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements". The source listed is the only known source for the delivery of the Harvard Meta-Leadership Program. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. Parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same services. All capability statements received by closing of this notification will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The new contract must be awarded not later than September 30, 2012. The North American Industry Classification System Code (NAICS) is 611430.
