- THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source contract under statutory authority 10 USC 2304(c) (1), as implemented by Federal Acquisition Regulation 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The applicable NAICS code is 561621 and the size standard is 12.5M. This is not a request for quotation or a solicitation for offers. No solicitation package will be available. The Mission and Instillation Contracting Command Fort Lee, VA intends to make a sole source award to Alarm Tech Solutions, LLC located at 8141 Telegraph Road, Suite F, Severn MD 21144, United States; for work to be done in buildings 12420 and 12408 located in Fort Lee, VA. The contract will be to upgrade the Mass Warning and Notification System (MWNS) Interior Voice (IV) to meet UFC 4-021-01 and the Fort Lee standard messages. This requires the buildings' existing IV system to be able to communicate with the installation monitoring and activation head-in unit, the Monaco D-21 system. The current system needs to be reprogrammed with messages consistent with the standard installation wide IV emergency messages. The system's upgrade will include ability to monitor the respective buildings Computer Room Temperature and AED cabinets. These upgrades will cover all existing and required spaces throughout both buildings. All systems will be tested as required. This procurement is being conducted under Simplified Acquisition Procedures (SAP) Soliciting from a single source authorized by FAR Subpart 13.106-1(b) (1). For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent to award is not a request for competitive proposals. However all proposals received by the appointed due date will be considered by the Government. A determination by the Government not to compete with this proposal based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The justification for the sole source requirements as follows: This retrofit of a BRAC expansion needs to be completed by the company that installed the original system as to maintain a continuity of workmanship and eliminate future warranty and maintenance conflicts that multiple contractors working on one system creates. Alarm Tech Solutions, LLC is the installer for the current system, which has an active warranty and maintenance agreement, to be continued by an award under this sole source requirement. Responses to this notice must be received only via email by 19 Sep 2012, no later than 10:00 AM Eastern Standard Time.
