- Solicitation Number: W91ZLK-12-T-0415 NOTICE OF INTENT TO AWARD SOLE SOURCE - 5 September 2012 - ACC ABERDEEN PROVING GROUND intends to issue a purchase order under FAR 6.302-1, Only One Responsible Source, to HDT Expeditionary Systems, Inc. on a Sole Source basis. The Army Contracting Command, Aberdeen Installation Contracting Division, 4118 Susquehanna Avenue, Aberdeen, MD 21005 has a requirement to procure box style, activated carbon pleated adsorber filters for the Edgewood Chemical Biological Center (ECBC), located on Aberdeen Proving Ground, MD. CLIN 0001: CHEM-X-A01-242412 HDT Filters The items are filters that contain activated carbon integrated on a pleated filter media. The filter is a box style adsorber that must be rated for 1800 CFM, with dimensions of 23 3/8 x 23 3/8 x 11.5 inches, weigh no more than 60lbs, and no more than 1.0 iwg air-flow resistance at the rated flow rate. The required filters are to provide chemical protection of at least 55 minutes of DMMP gas life. The Government intends to award a firm-fixed price sole source contract to HDT Expeditionary Systems, Inc. This firm is the sole source supplier of the carbon pleated adsorber filters. The North American Industry Classification System (NAICS) for this requirement is 333411 and the size standard is 500 employees. All responses received within ten (10) days after date of publication of this notice will be considered by the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Interested persons may identify their interest and capability to respond to the requirement no later than 2:00PM Eastern Time, 14 September 2012. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. This document incorporates provisions and clauses that are in effect through Federal Acquisition Circular FAC 2005-30 effective 15 January 2009. This requirement is determined to be available from only one source because of it unique requirements. No request for quote for this procurement will be transmitted via Federal Business Opportunities. Posting date of this requirement is 5 September 2012.
