Description
PLEASE READ THIS ENTIRE NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information in this request. This announcement constitutes the only solicitation. This procurement is being conducted under Federal Acquisition Regulation parts 12 and 13. The Federal Bureau of Investigation is issuing this acquisition as a Request for Quote (RFQ) under solicitation number 076112A465 FBI is seeking to procure a (1)Five channel radiometer for measuring temperatures from 1000 - 4000 Kelvins with fixed Primary lens and sampling wavelengths between 900 - 2600 nm that meets the following technical specification: • Internal video camera unit for alignment. •Calibration of radiometer from 1000 - 4000 kelvins utilizing a secondary standard. •Eight channel data acquisition system that samples data at 1 microsecond intervals at 16-bit resolution and storing data in digital form. •Software for conversion of radiometer light intensity data into multiple temperatures vs. time data plots. •User's manual for radiometer including instructions for system's use. •One day of on-site training. •The requirements for this technical analysis capability are listed below. •Radiometer must be capable of measuring temperatures from approximately 1000 - 4000 Kelvin and be properly calibrated for these temperatures. •Radiometer must have a minimum of five (5) channels. •Radiometer must have an internal video camera to ensure proper alignment. •Radiometer must be capable of sampling wavelengths between 900 nm and 2500 nm. •Radiometer must include proper software that converts data into resultant temperature/time graphs. •Radiometer must include a data acquisition system (DAQ) that can sample at least at 1 microsecond intervals at 16 bit resolution; data must be stored in digital form for further processing. Brand Name or Equal is accepted for this procurement. Vendor that propose an alternative brand item other than what's requested must include as an attachment the specification to include photos for their proposed items and a point by point comparison of their proposed items with mandatory specifications. The evaluation of this buy will be based on information received from vendors prior to the bid response closing time. No additional bid information to include photos, specifications or pricing information will allowed after bid closing date and time. Vendors are responsible for ensuring all required bid information is submitted prior to bid closing/response date. The buyer for this procurement will not seek additional information from vendor after the bid close /response date. Failure to comply with this buy term will cause vendor bid to be not technically acceptable and the government will not consider the bid for award. ***In order to be considered for award the offeror must provide all required supplies to the exact specification listed above*** Shipping: All Items shall be shipped to Rocky Mountain Scientific Laboratory 10577 W. Centennial Drive Suite 100, Littleton,CO 80127 Submission of Quotes: All quotes must be submitted via e-mail to Contracts Specialist at Montarious.Usher@ic.fbi.gov no later than Friday, September 7, 2012 at 9:00 is Eastern Standard Time. Quotes will be evaluated lowest price technically acceptable. Contract will be awarded as a commercial item in accordance with Federal Acquisition Regulation, Parts 12 and 13. All contractors anticipating award, must be registered in the Central Contractor Registration (CCR) Database. This solicitation incorporates several clauses by reference.
