- The Center for Disease Control and Prevention (CDC), Agency for Toxic Substances and Disease Registry (ATSDR), intends to award a sole source purchase order to USC Endocrine Laboratories (University of Southern California), 126 W. Del Mar Blvd., Pasadena, CA, for the purchase of laboratory research testing of Anniston, AL blood samples to measure thyroid function. The statutory authority for this sole source acquisition is 10 U.S.C 2304(c)(1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 611310, Colleges, Universities, and Professional Schools. The purpose of this acquisition is to purchase laboratory research testing of Anniston, AL blood samples to measure thyroid function from USC Endocrine Laboratories. USC Endocrine Laboratories is a specialized laboratory that for the last 30 years focused on analyzing exclusively the thyroid hormones and antibodies for clients in industry, academia and government. Using the most advanced methods and analyzing very large numbers of samples the USC Endocrine Laboratories was able to achieve highest sensitivity and precision in measuring thyroid hormones and anti-thyroid antibodies. The requirement is to analyze seven thyroid analytes: TgAb, TPO Ab, TSH, Free T4, Total T4, Total T3, and THBR in 1 ml of sera. USC Endocrine Laboratories is using techniques with greater sensitivity and precision for detecting thyroid analytes in samples for general populations. In addition, the laboratory has the unique capability to perform these analyses in small volumes of sera (0.6 ml minimum) and is the only laboratory with documented successful performance providing valid results using such limited amount of sera (results from 2010 on samples collected in 2005-7). Other laboratories required at least 1.5 ml of sera for measuring only 5 out of 7 required thyroid analytes. For example, the USC Endocrine Laboratories provides analyses of thyrotropin (TSH) with reportable range of 0.01-95 mIU/L. Between run precision data (Coefficient of Variation - CV) even at very low level of TSH (0.05A) are below 10% (9.2%) and below 4.4% for measurements in the range of 1.6 to 88 mIU/L. For free T4, the reportable range is 0.02-7.77 ng/dL with coefficient of variations ranging between 2.4% to 5.0% (over 12 months period). For the thyroid peroxidase antibody the reportable range is 1.0 to 17.0 IU/mL, the CV% range from 7.9% to 10.6% (over 3 months period). Other laboratories could not meet those requirements. In addition, the laboratory has also analyzed thyroid hormones and antibodies in 2010 in stored frozen samples collected in the 2005-07. The requirement of this study is to use the same laboratory to eliminate inter-laboratory variability and potential differences in analytical methodologies to prevent incomparable results for repeated measures analyses. Only this laboratory fulfills this requirement. USC Endocrine Laboratories is the only organization that can provide the services to meet all of the agency requirements including time constraints, and the specialized analyses on small sera volumes with high sensitivity and specificity. As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to USC Endocrine Laboratories (University of South California). However, firms that believe they can meet these requirements are encouraged to identify themselves and give written notice by providing a capability statement to the Contracting Officer by September 20, 2012. The Contracting Officer will not respond to verbal request. All requests must be in writing. A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
