Description
Background The U.S. Army, Army Contracting Command (ACC) - New Jersey, in support of Project Manager Soldier Weapons, is seeking information from organizations that possess existing, commercially available, mature 360 degree camera technologies. The U.S. Army is interested in technologies that would increase Situational Awareness of Common Remotely Operated Weapon Station (CROWS) gunners, while operating from within the vehicle and provides a 360 degree camera capability that could be integrated with the CROWS. Description: There exists a need to increase the gunner's situational awareness of his surroundings while operating the CROWS remote weapon station. As it stands now, in order to inspect a given area, the gunner uses the weapon station camera to survey the surrounding environment. This not only forces the gunner to point the weapon at this location, but also reveals the direction the gunner is observing to persons outside of the vehicle. The solution is an integrated Situational Awareness (SA) System to the CROWS platform to augment surveillance and target acquisition capabilities. As a result, the U.S. Government is hosting a Market Demonstration Day to investigate alternative designs of Situational Awareness systems. This Sources Sought Notice is a Request for Information (RFI) ONLY and should NOT be construed as a Request for Proposal (RFP) or a commitment by the U.S. Government. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in the response to this RFI: all costs associated with responding to this RFI will be solely at the interested parties' expense. Not responding to this RFI does not preclude participation in any future RFP or other solicitation (if any is issued). This is a market survey, not a pre-solicitation notice. There is no formal solicitation available at this time. No award will be made as a result of this market survey. If a formal solicitation is generated at a later date, a solicitation notice will be published. The government reserves the right to reject, in whole or in part, any private sector input as a result of this market survey. Respondents will not be notified of the results of this survey or results of information submitted. It is preferred that information papers be Government Purpose Rights. Classified material will not be accepted. The U.S. Government is interested in technology that would increase Situational Awareness of CROWS gunners, while operating from within the vehicle. The SA system shall readily install onto the CROWS platform, whether bolted-on or directly integrated, without negatively impacting the CROWS capabilities. The SA system shall be ruggedized and support both static and dynamic operation in current military environments. The SA system shall allow the user a full 360 degree view of the surrounding environment, and have some level of image stabilization, day and night capabilities, zoom, and slew-to-cue. The 360 SA integrated camera system shall maximize the utility of the existing Display Control Panel (DCP) and Main Processing Unit (MPU) of the CROWS system. It is desirable to pipe the video of the SA system directly to the CROWS display, although this is not a requirement. An emphasis shall be placed on minimizing space allocation inside vehicle. Information Format: To better understand industry's interest and capabilities to satisfy the above requirement, the U.S. Government will host a demonstration of current SA technologies as part of a Market Survey. All interested parties should be prepared to provide a demonstration of their respective Situational Awareness system, in addition to an information packet, at no cost to the U.S. Army. The product information along with any hardware samples will be used as an indication that companies have a system already designed and readily available. Only camera systems with concrete hardware and/or software solutions will be considered, as this is a hands-on demonstration. Briefs, presentations, theoretical papers not tied to physical hardware or software demonstrations will be omitted. Each contractor shall be given a maximum of two (2) hours to demonstrate their system to potential user groups. The demonstration shall take place at Fort Campbell, KY from September 24th through the 28th.
