Description

The General Services Administration, Public Building Service is seeking a construction contractor to furnish all labor, tools, materials, equipment, supplies and supervision to renovate a portion of the second floor of the J.P. Hammerschmidt Federal Building to house an U.S. District Courts Magistrate Courtroom and supporting spaces. The work of the project is defined by the contract documents and consists of the following: the renovation of approximately 3,100 square feet of courtroom space for the U.S. District Courts. The work of the project is defined by the contract documents and consists of the following; general demolition of existing walls, doors, interior windows, miscellaneous interior finishes; lay-in ceilings, electrical and HVAC. Work shall include the abatement of the existing floor tile and mastic throughout the project area by a licensed abatement contractor. Work shall also include the installation of new partition walls, ceiling, floor finishes, electrical, date, plumbing and HVAC. The overall layout will consist of: 1980 square feet of courtroom, includes jury box, two attorney conference rooms and sound proofing entrance. 700 square feet of Deliberation Space, this includes 2 restrooms and small kitchen area and 165 square feet for a secure corridor for Judge. The magnitude for this project is between $500,000 to 1,000,000. The firm must be a General Construction firm approved under NAICS: 236220, size standard: $33.5 million. It is anticipated that this project will take approximately 365 calendar day from notice to proceed. Award of any resulting procurement will be based on best value to the government methodology. The offeror shall obtain any and all necessary licenses or permits required to perform this work in the State of Arkansas. The project will require work to be performed within an occupied Federal Courthouse while minimizing disruptions to the operations of the existing facility. The solicitation issue date will be on or about September 20, 2012. This solicitation will be restricted to Service Disabled Veteran Owned Small Businesses (SDVOSB) firms. The proposal due date will be on or about October 19, 2012. The date for a pre-proposal conference will be established and posted as part of the Solicitation package. We consider attendance at this conference vital to the preparation of a competitive and cost effective proposal and to understanding the total result desired by the Government. Failure to attend this meeting may not be used as an excuse for omissions and miscalculations in offers. Prospective contractors will be responsible for downloading the solicitation, support documents from FedBizOpps website www.fbo.gov and monitoring the website for amendments, if any, to the solicitation. This is a SERVICE-DISABLE VETERAN OWNED BUSINESS SET-ASIDE. The procurement is subject to availability of funds. To be eligible for contract award, a firm must be registered in the Central Contractor Registration at http://www.ccr.gov and have completed on-line Representations and Certifications at https://orca.bpn.gov.
