- Description
- The Contracts Department of the Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) San Diego, in accordance with FAR Part 12, Acquisition of Commercial Items, and FAR Part 15, Contracting by Negotiation, intends to procure services for the Center for Personal and Professional Development (CPDD) to include instruction of Personal Responsibilities and Values Education and Training (PREVENT) courses. The mission of the CPPD is to provide Navy personnel with curriculum that promotes and motivates positive lifestyle behaviors and attitudes. Specifically, the PREVENT courses provide participants with an opportunity to self assess choices with regard to four (4) foundational areas, while practicing communication skills, decision making, and creating personal action plans in each area. The four (4) areas covered in the course are: alcohol misuse and drug use prevention, interpersonal responsibility, personal finances and values, and mental and physical well-being. The course curriculum has already been developed and will be provided by the Government to the Contractor. The Contractor will need to provide sufficient personnel and qualified instructors to meet the needs and objectives of the requirement by performance start date. Each individual selected to teach PREVENT as an instructor shall have, as a minimum, a high school diploma with four (4) or more years of experience in a related social science field, which would serve as an equivalent (college degree in social science or behavior health-preferred). They will need to attend training on the course material to become certified by the Government in each topic of the course prior to going forward and teaching courses. They also need to be Cardio Pulmonary Resuscitation (CPR) qualified. The training courses will be conducted at various naval installations including the following locations: Charleston, SC; Great Lakes, IL; NAVFAC Diego Garcia, Biot; Apra Harbor, Guam; Yokosuka, Japan; Atsugi, Japan; Okinawa, Japan; Iwakuni, Japan; Misawa AFB; Japan, and Sasebo; Japan. There are up to 100 classes estimated to take place annually in Charleston, SC, up to 100 classes estimated to take place annually in Great Lakes, IL, and 50 classes estimated to take place annually OCONUS (Biot, Guam, Japan locations). The student population for the courses required is estimated to be 6500 per year. The numbers provided are estimates only. Each course will be taught in a 3-day period. In addition to presenting the courses, prospective Offerors will be required to maintain administrative records of the courses taught. In addition, Offerors will be required to provide reports on the courses taught. Offerors must have the capability and resources to conduct multiple courses at the sites listed above. This procurement will be conducted on an unrestricted basis. A Requirements type Contract with Firm-Fixed-Price Task Orders will be awarded for this procurement. The Period of Performance for these services will be a one-year base period, with two (2) one-year option periods. NOTE: THE SOLICITATION WILL BE AVAILABLE FOR DOWNLOAD OFF OF THIS WEB SITE ON/AFTER 10 SEPTEMBER 2012.
