- The US Geological Survey (USGS) has a requirement for Congressional Quarterly Roll Call Inc.s, Online Legislative Tracking tool used to monitor, track, and provide time critical responses to Congressional inquiry, public request for information, and to support the mission essential science of the USGS. The USGS is aware of no other source that can provide the above. Therefore, it intends to make an award to Congressional Quarterly Roll Call, Inc., unless it is contacted by any vendor who believes they obtained similar technical expertise and can provide the same service. Vendors are invited to contact the Contract Specialist, Bonita Lucas (blucas@usgs.gov) no later than 1:00 PM EST, Wednesday, September 12, 2012 with an affirmative answer. The U.S. Geological Survey (USGS) considers employee signatures to be Personal Protected Information, and therefore all employee signatures have been redacted. By posting this document, the Contract Specialist attests all appropriate signatures have been obtained. SOLE SOURCE JUSTIFICATION STATES THE FOLLOWING PART: The mission of the USGS Congressional Affairs team is to monitor, track, and to provide time critical responses to Congressional inquiry, public request for information, and to support the mission essential science of the USGS. CQ Roll Call Group is the only media source that tracks every bill before Congress and provides same day coverage of open markups and committee hearings, making it easy to follow legislative actions, vote tallies and speeches before both the House and Senate. CQ Roll Call Group provides more committee coverage than any other source. Its comprehensive profiles of every member of Congress provide background on the members, helpful contact information, committee assignments, vote studies, key votes and election results. CQ Roll Call is the only media source that that provides a comprehensive package of services necessary to track legislation, markups, committee hearings, votes, speeches, and other actions by the U.S. Congress. All other researched sources (Thomas, individual Senate and House members' websites) provide at least one database that includes similar information, but cannot offer the comprehensive and up to date requirement as CQ Roll Call. In addition, none of the other sources provide the tracking database that CQ Roll Call provides. The CQ Roll Call database is a mission critical information resource for USGS. It is utilized daily by USGS staff to track real-time congressional legislation, budget tracking, and speeches by members of Congress that impact USGS mission requirements and decision-making. This information is provided in briefings to the Director of the U.S. Geological Survey and other key USGS executives for critical decision-making. The program office and contracting office conducted market research and was unable to identify a product or vendor, other than Congressional Quarterlys Roll Call that could provide Online legislative tracking and support that meets the agencies requirement.
