Description
FEDBIZOPS NOTICE OF INTENT FOR SOLE SOURCE: The 10 CONS/LGCB, Operational Contracting Office, U.S. Air Force Academy (USAFA) received a Brand Name/ Sole Source Justification for the purchase of Green Dot Bystander Intervention Training Program for prevention of sexual assault for the Cadet Wing. This program offers pertinent individualized education on sexual assault prevention and bystander training from Green Dot, Ect., Inc, 4037 Kensington Garden Ct., Lexington, KY, 40514-1835. This procurement is for the acquisition of brand name/ sole source commercial item using simplified procedures in accordance with FAR Parts 12 and 13. The Government intends to award a Firm Fixed Price contract. The North American Industrial Classification System (NAICS) number is 611710 and the business size standard is $7,000,000.00. Only one responsible source and no other item will satisfy the USAFA requirement. The Green Dot, Etc., Inc., bystander intervention training program for prevention of sexual assault is the only qualified source to provide Green Dot, Etc., Inc., bystander intervention training to USAFA. The Green Dot bystander intervention training program was developed and tailored by The Green Dot, Etc., Inc., specifically to meet the needs of USAFA. Research conducted by the USAFA SAPR program found other companies that provided similar training but it did not meet the training standards or the specific needs of the cadets and staff. Specifically, USAFA's training is predicated on the use of tailored training videos with accompanying Green Dot training modules. These USAFA-specific videos and training modules are only available from Green Dot, Etc., Inc.. These videos are proprietary to the Green Dot company and cannot be duplicated by any other vendor without legal copyright ramifications. Additionally, the Air Force (AF) has provided bystander intervention training to the entire active duty and many Air Force civilians using this specific training course taught by Green Dot. It is critical that cadets receive the same baseline training as their counterpart active duty members to ensure training consistency and regulation compliance with the rest of the Air Force post-graduation. The training will include a total of 18 days; 12 days on site ‘hands on' initial training to begin Sept 25 - 27, 2012 with subsequent on site dates for teaching staff and permanent party 3 - 5 October 2012, 5-7 February 2012 for conducting cadet focus groups, and May 1-3 2013 for cadet training. The remaining 6 days will include phone/video conferences/consultations and for off-site course material development. Green Dot will also provide all training materials to include specially-developed, tailored training modules and 4 cadet-specific training videos proprietary to the Green Dot. a. Green Dot, Etc., Inc., was the developer and lead advocator in developing and ensuring that Air Force Bystander Intervention Training (BIT) that was mandatory for all AF active duty and all AF civilians who supervise military. Green Dot provided BIT curriculum development and subsequent facilitator training to the entire AF. Utilizing Green Dot bystander intervention training with the Cadet Wing will ensure consistency with AF standards once cadets graduate and are commissioned. In August 2011, Green Dot conducted bystander intervention training for USAFA permanent party and staff. b. In conjunction with this training in August 2011 Green Dot wrote bystander intervention training scenarios with the USAFA Sexual Assault Response Coordinator (SARC) which were converted into ‘simulated bystander scenario' video scripts for 4 separate bystander intervention situations. Green Dot produced, directed, and edited 4 separate training video vignettes using these scripts. Videos were enacted by 80 cadet volunteer ‘actors' and filmed at 4 locations around USAFA (classroom common area, Fairchild coffee shop, cadet dorm stairwell, and at HAPs (cadet pub). These videos are owned by Green Dot, Etc., Inc., and are the foundation upon which USAFAs BIT program was developed. c. The curriculum being developed for this cadet specific training includes the use of previously recorded video vignettes incorporating cadet volunteer actors for authenticity. Recreation of these videos would be time and cost prohibitive. Training without these videos would not fulfill curriculum requirements. This synopsis is for informational purposes only and does not constitute a solicitation for bids or proposals. DO NOT submit a bid/quote at this time. Any offerors believing they can provide the required Green Dot Bystander Intervention Training Program for prevention of sexual assault may provide evidence for consideration. Evidence must support the offeror's claim they can provide this brand name. All qualified sources may submit a response, which if timely received, will be considered by this agency. Information received will be considered solely for the purpose of determining whether a competitive procurement can be conducted. A determination not to compete this proposed procurement based on responses to this notice is solely within the discretion of the Government. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern.
