- This is a non-personnel services contract to provide Removal, Transportation, Recondition & Installation of one 700kW Westinghouse Generator located @ Table Rock Power Plant, Branson, MO. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, other items and non-personal services necessary to remove, transport, recondition and re-install one 480 VAC Three Phase, 700 KW Westinghouse Generator located within Table Rock Power Plant. The contractor shall perform to the standards in this contract. Table Rock Power Plant, a hydroelectric generating station located in Branson, MO, has two 700 KW Station Generators for the purposes of providing station power. These Generators have been in continuous service since 1959 without undergoing any major disassembly refurbishment. One generator must be in service continuously, with the other generator ready on standby, should it be needed. Recently, a back-up source of station power from the electrical grid was placed into service, thereby providing opportunity to refurbish the station generators one at a time and maintain a back-up source of station power from the grid. As such, one generator will be refurbished and returned to service before the other generator can be removed from service and refurbished. For purposes of identification, the Generators are referenced as Station Generator "A" and Station Generator "B". In addition, this generator refurbishment is planned to coincide/run concurrent with a separate contract to install greaseless bushings on the station unit turbine wicket gates and operating links. All bids must consider and account for the Prevailing Wage Rates for Taney and Stone Counties, Missouri. This requirement will require Contractor to remove and transport generators to and from suitable off-site repair/refurbishment facility. Government will provide use of overhead cranes for purposes of disassembly and movement of components for shipping. Successful bidder will provide all necessary labor and shipping materials to accomplish safe and secure transport of components. Initial receipt, inspection and observation of generators will be analyzed and provide to the government an initial assessment report within 1 (one) week after receipt of each generator at the service facility. Any recommendations for services outside this scope must be submitted in writing as a part of the initial condition assessment report. The period of performance shall be 20 weeks from award (10 WEEKS per generator). There are no options and extension provisions. The work to be performed under this contract will be performed at Table Rock Power Plant. The Performance Work Statement (PWS) for this requirement will provide all other requirements not mentioned. Solicitation W9127S-12-T-0089 will be issued on or about 22 September 2012, with a closing date on or about 26 September 2012. This acquisition is a 100% Small Business Set-A-side, NAICS Code 811310, SBA Size Standard $7.0M. Any contract awarded as a result of Solicitation W9127S-12-T-0089 will be a Firm Fixed Price contract.
