- Questions Received as of this Posting Date/Time with Answers 1. Q. Is this a new requirement? A. Yes. 2. Q. Who is the incumbent contractor? A. See question 1. There is not an incumbent. 3. Q. Are these full time positions or as-needed positions? A. The positions could be a mix of both or just one. We are structuring the contract to give us maximum flexibility as our needs change. It is possible that the first requirement may be for approximately 15 full time positions in 15 different offices, but this is subject to change. Individual task orders issued against the contract will provide firm numbers of positions, hours per week, location, and duration of need. 4. Q. Will personnel be expected to work in more than one location or will they be assigned to a single location for the year? A. If the need an individual is filling is a full time position they will only be able to be assigned to that location for the duration of the assignment which could be any amount of time up to a year. This is so they do not exceed 40 hours per week. If they are working part time at a location, but are near another location and can work part time there that is acceptable. As our needs become firm we will issue task orders for a specific number of hours, at a specific location, for a specific duration of time. It will be up to the Contactor to determine how to best fill that need, whether they chose to hire an individual for each location or use one individual to cover multiple locations, provided they do not exceed 40 hours per week. 5. Q. Based on description it is assumed that the contract is a task order driven ID/IQ. Is this assumption accurate? A. This will be a requirements type indefinite delivery contract. 6. Q. For the pricing proposal do the government require only bill rates for each position by location? Or total cost based on 1880/2080 hours per year? A. Only bill rates. Individual task orders will specify the quantity of hours needed and in turn a total cost. 7. Q. Should pricing be submitted as a separate volume? A. Pricing should be provided as an hourly rate for each county and can be submitted as a separate document, but must be included in the proposal. 8. Q. Will a billable PM be required? A. The NRCS does not require a dedicated project manager. 9. Q. Will network connectivity be available in all locations? A. Yes, if it is needed to perform the tasks given. There could be delays in initial connectivity and access to NRCS computers until a computer is located and the required documentation is completed to grant access. 10. Q. Is there a time period in which vacancies MUST be filled? A. There is not a specific timeframe however, it is expected that the positions will be filled promptly. Evaluation factor number two in the solicitation states that "An initial task order could require the Contractor to hire a significant number of employees (25-50) in a short timeframe (possibly less than one month)." 11. Q. Will the government provide candidate referrals? A. For many offices we are likely to have a referral, but may not for every office where we have a requirement. 12. Q. Would the government consider a 1-week extension to proposal due date? A. Not at this time. This is for a need that must be filled as quickly as possible so we can start receiving assistance in our field offices. 13. Q. Will all 87 positions be required by 9-24-2012? A. No. We are pricing all counties so that we have the flexibility to issue task orders in the future for services at any of our field offices if needed. It is not likely we will ever need assistance at every field office, we just don't know our specific needs at this time. We are looking at approximately 15 offices to start with, but could be higher. 14. Q. Will the government also make a referral for a resource that could serve as the contractor PM? A. Not at this time. Any referrals the NRCS would have would be individuals with administrative assistance background. 15. Q. Do we need to send the resume of key personnel? A. No. 16. Q. In order to provide accurate pricing for Solicitation Number: AG-6322-S-12-0005 will need to determine the man hours at each location. Is there any plan to provide that information? A. No. We are only looking for an hourly rate. This rate would in turn be used to issue individual task orders will specify the quantity of hours needed and in turn a total cost. 17. Q. Does the proposal response need a Standard Form to go with it? A. FAR provision 52.212-1 is incorporated into the solicitation by reference. The attached link take you to the text of the provision. https://www.acquisition.gov/far/current/html/52_212_213.html. Offers may be submitted on the SF 1449, letterhead stationery, or as otherwise specified in the solicitation. Letterhead is acceptable since no specific format was provided in the solicitation.
